This position serves as the Comptroller for the Department of Innovation & Technology (DoIT) formulating developing and implementing agency policies programs and procedures with statewide impact for financial management financial reporting accounting and payroll. The position is responsible for planning organizing directing reviewing and making decisions in exercising principal programmatic responsibility for the development and implementation of a financial management reporting program to comply with the Fiscal Control and Internal Auditing Act (FCIAA). This role serves as the chief custodian of DoITs accounting records overseeing and directing staff in the preparation of all financial statements GAAP packages operating reports and other required financial reports. In addition you will possess principal administrative responsibility for the determination and execution of financial management and accounting policies which fix objectives and state principles to control actions toward financial reporting mandates and objectives of DoIT as a whole. - Subject to management approval serves as the Comptroller formulating developing and implementing policies programs and procedures for financial management financial reporting accounting and payroll for the Department of Innovation & Technology (DoIT).
- Plans organizes directs reviews and makes decisions in exercising principal programmatic responsibility for the development and implementation of a financial management reporting program to comply with the Fiscal Control and Internal Auditing Act (FCIAA) and the Annual Comprehensive Financial Report (ACFR).
- As chief custodian of DoITs accounting records oversees and directs staff in the accurate and timely preparation of all financial statements GAAP packages operating reports and other required financial reports to include ACFR reporting.
- Serves as full line supervisor.
- Prepares special reports correspondence and information for legislative and Governors office inquiries.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in accounting or auditing.
- Requires prior experience equivalent to four (4) years progressively responsible administrative experience in accounting and/or financial management in a public or business organization.
- Requires licensure as a Certified Public Account (CPA).
- Requires three (3) years of experience supervising professional accounting/fiscal staff.
Preferred Qualifications (In Order of Significance)
- Four (4) years of professional experience with Generally Accepted Accounting Principles (GAAP) and GAAP financial reporting for a governmental entity.
- Four (4) years of professional experience formulating developing and implementing policies programs and procedures for financial management financial reporting accounting and payroll in a large public or business organization.
- Four (4) years of professional experience planning organizing directing reviewing and determining principal programmatic responsibility for the development and implementation of a financial management reporting program to comply with the Fiscal Control and Internal Auditing Act (FCIAA).
- Four (4) years of professional experience preparing complex financial statements and reports.
- Four (4) years of professional experience with State of Illinois Accounting Systems and processes and the State Finance Act or similar accounting systems and finance acts.
- Thorough knowledge of spreadsheet computer applications and the ability to develop comprehensive accounting financial and budgeting reports.
- Ability to analyze administrative programs and adopt effective courses of action.
- Ability to develop and maintain cooperative working relationships.
- Developed verbal and written communication skills to present information with precision and clarity.
- Masters degree in accounting finance or related field.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/545. Consequently employees should be aware that in the event of receiving a nonState employment offer during state employment or within one year immediately following the termination of State employment they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such nonState employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A101 of the Illinois Governmental Ethics Act necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission as specified in Executive Order 1509. Failure to submit these statements in a timely manner may result in fines and penalties.
