Responsible for assisting the Division Traffic Engineer in traffic engineering studies spot safety projects investigating HSIP from fatalities and assisting the Deputy Traffic Engineer in signal projects and studies.
Serves as an organizational link between the Division Traffic Engineer and the Traffic Services.
Assists in supervising the Division Traffic Services Unit. The position will establish an aggressive safety program within the Traffic Services Unit. Coordinate traffic control devices with the Division Maintenance and Contraction units to provide safe traffic flow for the public. Conduct traffic studies for new traffic signing requests. Direct the preparation of purchase order contracts for installations of signing and pavement markings. Be responsible for the installation and inspection of all traffic control devices within the Division for proper signing and pavement marking. Supervise the installation of emergency and scheduled traffic control devices for special events within the Division and assist other Divisions as needed. Be responsible for the Division LOGO and TODS Program. Assist with the Division Spot Safety Projects in investigating signing and markings needed follow the process for funding implementation and final inspection. Assists with the annual maintenance replacement program for signing reflective markers and pavement markings.
Assists the Division and Deputy Traffic Engineers in preparing signal designs for traffic installation computer programs for signal systems for municipal projects analyzes traffic data computes traffic parameters refines signal timing programs for optimum systems timing efficiency and develops timespace diagrams.
Assists the Division Traffic Engineer in directing the overall operation and budget allocation of Division Traffic Services Units which includes setting work standards and participating in establishing work rules quality of work and interpreting how standards apply to the work squads. Monitor employee work progress and meet established deadlines and may perform random reviews of work in progress and assure completed projects conform to established standards. Counseling and disciplining employees resolving minor problems related to such things as work rules standard performance subordinates and recommending action when formal disciplinary procedures are necessary.

Professional engineering skills and knowledge to perform and evaluate investigation such as requests for speed limit modifications pavement marking modifications and safety studies etc. A thorough knowledge of the MUTCD is preferred. Promote safety and safe working environments. Ability to communicate establish and maintain effective working relationships with coworkers personnel and general public. Safety toe shoes are needed.

Bachelors degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
Necessary Special Qualification:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
