This is managerial work planning coordinating directing and implementing all administrative operations and program activities of the Department of Housing and Community Development. The Housing and Community Development Manager serves at the will of the Director of the Housing & Community Development and may be appointed or removed at will by the Director. Work in this class is distinguished from other classes by its emphasis on the management of the Citys Community Development Block Grant (CDBG) HOME Investment Partnerships (HOME) State Housing Initiative Partnership (SHIP) Programs America Rescue Plan Act (ARPA) and other related programs.

Job Description:

SUMMARY

This is managerial work planning coordinating directing and implementing all administrative operations and program activities of the Housing and Community Development Division in the Neighborhood Improvement Department.

The Housing and Community Development Manager serves at the will of the City Manager and may be appointed or removed at will by the City Manager. Work in this class is distinguished from other classes by its emphasis on the management of the Citys Community Development Block Grant (CDBG) HOME Investment Partnerships (HOME) State Housing Initiative Partnership (SHIP) Programs and other related programs.

ESSENTIAL JOB FUNCTIONS

Plans directs coordinates and administers all program activities and personnel relating to the Citys Housing and Community Development division in accordance with all applicable laws rules regulations and directions from City government.

Ensures through monitoring of programs ongoing review and compliance with federal state local and other related regulations.

Prepares submits and manages annual departmental budget and supplemental budgets.

Negotiates and monitors the administration of contracts and agreements with other departments and agencies.

Makes long and shortrange plans for the division.

Oversees the development revision evaluation and implementation of operational policies and procedures to ensure the Citys program compliance with federal state local and other related laws ordinances regulations and policies.

Recommends and implements new and revised policies to respond to service needs; establishes goals and objectives and supervises the preparation of the divisions annual program plans and ensures that provision of services is in compliance with applicable federal state and local statutes rules and regulations.

Directs and coordinates the administration of grantee performance reports the Integrated Disbursement and Information System (IDIS); SHIP Program tracking reports and other related reports and documents as required by federal state local and other grantors.

Monitors recordkeeping of program activities and beneficiaries.

Directs and coordinates grant application activities; directs the solicitation evaluation and allocation processes for federal state and local funds administered by the Housing and Community Development Division.

Directs staff in monitoring reporting and evaluating activities relating to the expenditure of federal state local and/or other related funds.

Makes presentations at public meetings to City Commission advisory boards other organizations and the general public related to housing and community development programs.

Confers with related community groups commissions boards government and nonprofit agencies financial institutions developers and the public to identify goals and objectives for meeting community needs and project feasibility for funding.

Provides staff support to the Citizens Advisory Committee for Community Development SHIP Affordable Housing Advisory Committee and/or other appointed boards as required.

Analyzes and interprets Federal and State housing regulations and makes program recommendations to determine their impact on City policies practices programs and operations.

Works in close cooperation with related boards and commissions relating to housing community and economic development programs.

Directs and coordinates program audit activities for outside agencies. Oversees and prepares materials reports and supporting documents; and implements findings and recommendations.

Responds to citizen concerns regarding program operations.

Supervises and coordinates activities of staff including authority to hire discharge and appraise performance.

Conducts and/or facilitates staff training and development programs.

Attends work on a continuous and regular basis.

NONESSENTIAL JOB FUNCTIONS

Serves as City representative on CDBG HOME SHIP and other related programs issues as necessary and attends meetings of various agencies committees boards and governmental groups as required.

Participates in national regional and state organizations commissions task forces and groups to promote and coordinate division programs.

Researches and identifies additional programrelated funding sources; directs applications for federal state local and/other funding.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor degree in business or public administration finance economics planning or related subject and five (5) years of progressively responsible federal state or local government experience in planning developing and implementing housing community development and/or neighborhood revitalization including three (3) years of responsible supervisory or managerial experience; or an equivalent combination of education training and experience which provide the required knowledge skills and abilities.

KNOWLEDGE SKILLS AND ABILITIES

Thorough knowledge of principles methods and techniques of business or public administration and participative management theories and the skill and ability to develop and implement operational and administrative policies programs and ordinances.

Thorough knowledge of principles and techniques of housing property and construction management and the ability to identify housing and community development needs and objectives and develop responsive plans.

Thorough knowledge of and the skill to interpret and apply federal state and local statutes ordinances rules and regulations affecting housing and community development programs and federal state and local government operating methods and procedures.

Thorough knowledge of funding sources and financing methods.

Thorough knowledge of fiscal management and budget administration and the skill to establish and maintain accounting and budgetary control procedures.

Thorough knowledge of project and performance measurement and the ability to plan develop manage and promote complex housing and community development programs and projects.

Thorough knowledge of principles and practices of effective supervision and personnel management and the skill to organize direct train evaluate and discipline assigned staff in the continuous effort to improve quality productivity and effectiveness.

Skill to prepare and deliver oral presentations to public and private groups and the ability to communicate effectively both orally and in writing.

The ability to exercise initiative ingenuity and sound judgment in solving housing and community development problems.

The ability to establish and maintain effective working relationships with departments boards commissions public officials private contractors and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT
