The Agricultural Services & Foreign Labor Unit delivers comprehensive employment training and support services to job seekers and employers. Within this unit the Foreign Labor SubUnit specializes in processing complex H2A (temporary agricultural) and H2B (nonagricultural) foreign labor certification requests in accordance with 20 CFR 655. The unit provides technical assistance to Career Center staff and ensures compliance with federal regulations while helping employers navigate the foreign labor certification process.
A key responsibility of the unit is to conduct domestic labor market testing to ensure that the employment of foreign workers does not negatively impact the wages working conditions or job opportunities of U.S. workers. The unit also plays a critical role in educating employers attorneys and agents on foreign labor requirements and procedures.
About the Position:
We are seeking a dedicated and experienced Supervisor to lead the Foreign Labor SubUnit. This position is responsible for overseeing all operational aspects of the unit and supporting strategic planning efforts in coordination with Division leadership.
Key Responsibilities:
This position reports directly to the Agriculture and Foreign Labor Program Director and plays a pivotal role in ensuring the success and integrity of foreign labor programs in North Carolina.

The Division of Workforce Solutions (DWS) is North Carolinas state workforce agency providing leadership in workforce development through the administration of statewide programs funding and partnerships that support North Carolinas citizens and businesses. The Division administers programs under the Workforce Innovation and Opportunity Act (WIOA) WagnerPeyser Act and other U.S. Department of Labor grants including special initiatives aimed at strengthening workforce efforts across the state.
