Job Summary

The Energy Smart Eastside Grant & Contract Administrator is an exciting new role to support the growth and success of a new residential electrification program in the cities of Bellevue Kirkland Redmond Issaquah Sammamish and Mercer Island WA. Energy Smart Eastside is a collaborative program managed by the City of Bellevue on behalf of the six participating cities and is funded through a mix of participating city dollars and grants.

This position will oversee and manage all the program financials including budgets grants grant reporting and compliance and monitoring expenditures for all six participating cities. Energy Smart Eastside is the signature program of the Eastside Climate Partnership cities working to accelerate the adoption of energy efficient heat pumps on the Eastside and supporting the achievement of the greenhouse gas emissions reductions goals in all six Eastside cities. The program is funded by a mix of city funds and grants and careful management is required to administer services against available funding allocated to each city and within allowed grant parameters. Specific tasks will include support with grant management budgeting and finance procurement managing partner relationships and program administration. This is a chance to use your skills in support of climate action on the Eastside.

The position will be supervised by the Energy Smart Eastside Program Manager and part of Bellevues Sustainability team and will work closely with a team of sustainability staff from Bellevue Kirkland Redmond Issaquah Sammamish and Mercer Island who provide program guidance and oversight.

This is a parttime partially benefitted position in which the employee is expected to work between 1628 hours per week and least two days per week in the office at Bellevue City Hall.

Essential Duties and Responsibilities

  • Monitors program budgets; projects financial needs necessary to deliver program services.
  • Processes program expense and allocates against city and grant budgets.
  • Prepares quarterly reporting for all grant funders per grant guidelines.
  • Prepares quarterly invoicing to all funders.
  • Coordinates with fiscal and operational staff within other departments and agencies for grant application and management purposes.
  • Monitors grant compliance and serves as fiscal liaison for fiscal affairs with other private and public agencies.
  • Maintains reporting on the fiscal status of grants and other resource programs.
  • Project lead on execution of grant funding agreements coordinating with city procurement teams and the grant principal.
  • Leads and coordinates procurement and contracting processes ensuring compliance with City procurement procedures.
  • Monitors grant funding agreements and manages amendments as needed.
  • Ensures compliance with all relevant city and grant related financial and reporting requirements and serves as fiscal liaison for fiscal affairs with other private and public agencies.
  • Supports financial reporting for annual reports and other ad hoc projects.
  • May perform other program administrative duties as assigned to support the overall program administration of Energy Smart Eastside.

  • Works under moderate to general supervision.
  • No formal supervisory responsibilities.

Qualifications

Knowledge Skills Abilities and Competencies

  • Knowledge of the laws rules and regulations controlling budgetary fiscal procurement and contract procedures of City government.
  • Previous experience with local state or federal grant contracting procurement and/or expense management
  • Ability to establish and maintain effective working relationships with other federal state and City operational units.
  • Ability to maintain detailed records develop presentations of composite data and perform comparative analyses of fiscal and operational performance data.
  • Adept at using spreadsheets and databases to prepare budgets track expenditures analyze expenditures and report financial status.
  • Able to effectively communicate verbally and in writing with vendors agencies peers and other departments.

Education Experience and Other Requirements

  • Collegelevel coursework or graduation from an accredited twoyear or fouryear college or university with a degree in business accounting math engineering project management or related fields.
  • Three or more years of professional related experience in the grants management process contract management or a related field.
  • Or any equivalent combination of education experience and training that provides the required knowledge skills and abilities.

Definition of a Variable Employee:
  • Average weekly hours cannot be determined at date of hire.
  • Hours may vary from week to week and are anticipated to be 28 hours per week or less.
  • NOTE: Will be considered fulltime and eligible for medical coverage if hours average 30 hours per week or more over a 12month measurement period (or 130 hours per month).
