Salary Range: M4 Level 7 $143040 $178800 per year. The final compensation for this position will be determined based on individual factors including education qualifications experience and internal equity.
Manager Supply Chain Hybrid
The Opportunity
The Alberta Energy Regulator (AER) is currently recruiting for a Manager Supply Chain. As a highly valued Finance branch team member and leader of eight you will play the essential role of ensuring the AERs Supply Chain function is operating efficiently and effectively.
The Manager Supply Chain is accountable for championing the full scope of procurement strategy development execution contract negotiation and management of real estate and fleet vehicles. You will also champion the optimization of the implementation of Workday for Supply Chain and Accounting modules for the organization.
What your daytoday will look like:
Lead and manage a team of direct reports. Develop team members through coaching training objective setting providing ongoing feedback and recognition. Apply AERs people management policies and programs within an inclusive environment where diversity is valued.
Lead the full scope of procurement strategy development execution contract negotiation and management of real estate and fleet vehicles. Manage approximately 355 contracts with an annual spend of $50M. The AER awards approximately 70 contracts per year with >75% requiring a competitive bidding process.
Accountable for enhancing the value of the supply chain function through ongoing competitive bidding contract development and procurement of goods and services.
Key accountabilities include:
Continually enhance the AER procurement policy and the introduction of best public procurement practices.
Define plan and implement regular system and governance improvements to create efficiencies.
the development implementation and maintenance of a vendor management framework to ensure optimal supplier relationship management.
Identify evaluate and execute efficiencies related to the procure to pay process. Meet KPIs by regular interface with branch and senior leadership and oversee the development and implementation of a comprehensive training plan on AERs procure to pay systems and process.
Proactively seek opportunities to reduce costs beyond just the sourcing process. Utilize models such as total cost of ownership and vendor management framework to drive value and ensure delivery of service(s) and enforce contract compliance.
Lead set up and maintain master service agreements to hire temporary staffing and/or fulltime resources for the AER. Continuously seek opportunities to do the same for other oftenused goods and service categories. Tactically determine which collaborative procurement initiatives (e.g. the Canadian Collaborative Procurement Initiative) that the AER can participate in. Build strong relationships with external stakeholders such as vendors and other public agencies.
Oversee and manage AERs fleet program including but not limited to; operations and maintenance; vehicle acquisition; vehicle disposal; fleet contract management; fleet optimization opportunities.
Provide direction and training to internal clients regarding procurement contract law national and international trade agreements contract development/administration transparency and fairness. Review all requests for proposal documents contracts release orders and purchase orders prior to issuance execution and/or approval (based on corporate signing authorities). Review and approve business terms using a riskbased approach identify terms for legal review. Lead complex negotiations with external vendors to optimize the value for the AER.
What were looking for in you:
An undergraduate degree in a related field such as business management and supplychain management. A professional accreditation and /or designation in supply chain management such as Supply Chain Management Professional (SCMP) or is preferred.
10 years of related experience (e.g. supplychain management) with at least 5 years in a people management role.
Experience with Workday specifically with the supply chain and accounting modules is considered an asset.
Demonstrated strong negotiation skills paired with strong knowledge of public sector procurement practices and trade agreements is preferred.
Ability to build and maintain strong relationships with vendors and other stakeholders.
Strong strategic foresight.
Strong verbal and written communications skills.
