The Opportunity
We are pursuing qualified candidates to fill Chief Program Specialist CEO positions within the Chief Executive Office. The position has responsibility for a major program (Real Estate) providing operating departments with professional services.

Essential Job Functions

Position Responsibilities

  • Supervises or leads staff at all levels in various areas of real estate which may include leases ground leases purchase agreements easements licenses joint developments and property management all in compliance with applicable laws (e.g. California Environmental Quality Act) rules and regulations and policies and procedures.
  • Supervises staff in performing applicable due diligence needed for a lease or a property acquisition including without limitation appraisals environmental review title review and operating and finance statements.
  • Supervises a team of project managers overseeing tenant improvement work such as monitoring construction contracts for compliance uses data analysis for benchmarking purposes coordination between all parties including other County departments and the landlord and manage schedules and budgets. Familiar with processing change orders and payment requests. Works with County Counsel to review and resolve contractual issues ensuring the project follows the agreement and meets the project timeline.
  • Supervises staff performing property management functions for all Countyowned and leased properties to ensure the property is accurately maintained per the lease agreement. Reviews and approves all Common Area Maintenance (CAM) and other property related charges reconciliations are accurate and develops a payment plan for any over/under payments. Ensures property management staff are conducting site visits verifying the condition of the properties develops solutions and request repairs if necessary.
  • Negotiates and reviews complex real estate transactions including ground leases reciprocal easements joint developments and financial documents. Utilizes financial valuation methods to value real estate.
  • Acquires real property either by negotiation or condemnation.
  • Manages and assigns to staff requests for leases license permits sales or other transfers to ensure such requests are efficiently and effectively being processed to completion.
  • Reviews and approves all internal real estate documents prior to submission to the section and division managers for final approval.
  • Reviews and approves all requests to auditor controller for payments to confirm the requests are accurate and provide the appropriate supporting documentation.
  • Reviews and approves the Rent Expense budget request and monthly reports for the section and division managers final review and approval.
  • Effectively manages active leases ensuring full compliance with all lease terms by both the County and the other party (whether landlord or tenant).
  • Trains and monitors staff to ensure real estate division policies and procedures are followed.
  • Provides oversight of lease revenue including reviewing collections and identifying any payments in arrears; assists in developing longterm revenue streams; ensures the County increases revenue while reducing costs; and reviews all existing County property leases to find opportunities for revenue enhancement.
  • Works with other departments and agencies to address operational issues with County owned and shared facilities reviews and approved payments of County shared facilities space assignment and provide solutions mutually acceptable to all parties.
  • Represents the division and the County in meetings hearings conferences and public forums; May act as Section Manager as needed.

Requirements

Specialty Requirements
Three (3) years of fulltime experience at the level of
Program Specialist IV CEO*or higher performing complex commercial real estate transactions involving highvalue** or largescale*** assets in compliance with applicable laws regulations and policies inat least one of the following functional areas:

  • Leasing (private sector or Countyowned property)
  • Ground leases
  • Easements
  • Property management
  • Space management
  • Tenant improvements
  • Acquisition or disposition of real property

Special Requirement Information
*In the County of Los Angeles experience at the levelof Program Specialist IV CEO is defined as analyzing and making recommendations to resolve highly complex issues related to real estate transactions involving highvalue or largescale assets in the administration of specialized organizationwide programs. The role may also include supervising a staff of specialists.

** In this exam highvalue assets refer to properties with annual lease values of $USD or more.

*** In this exam largescale assets refer to properties of 50000 square feet or more in a single location or a portfolio totaling at leastsquare feet.


Licenses
A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out jobrelated essential functions.

The following licenses will be utilized in the scoring of Part II Evaluation of Training and Experience:
  • Current California Real Estate Brokers License
  • Current California Real Estate Salespersons License

Physical Class II

Light
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

Out of Class experience will not be accepted for this examination.

Our Assessment Process:
The assessment process will consist of THREE (3) parts:

Part I:
A multiple choice and/or simulation assessment(s) weighted at 75% assessing:


Only those candidates that achieve a passing score of 70% or higher on Part I of the examination will advance to Part II Evaluation of Training and Experience.

Part II: An evaluation of Training and Experience weighted at 15% assessing:

  • Professional/Technical Knowledge of:
    1. Laws codes regulations principles practices and legal terms pertaining to lease management and/or other real estate transactions
    2. Techniques used to inspect and evaluate property
    3. Procedures involved in the assignment of real estate
    4. Methods used in the analysis and reporting of financial data
    5. Complex real estate agreements and related processes or methods
  • Utilizing Technology

Only those candidates that achieve a passing score of 70% or higher on Part II of the examination will advance to Part III Writing Assessment.

Part III:A writing assessment weighted at 10% measuring English Structure and Content Written Expression and Prioritizing Information.

Candidates who meet the requirements and achieve a passing score of 70% or higher on each weighted test part will be placed on the eligible register.

Exam Review
Some exam components are not subject to review by candidates. Multiplechoice and/or simulation assessments are not reviewable by candidates per Civil Service Rule 7.19.

Transfer of Test Components
  • If you have taken identical components recently for other exams your responses may be automatically transferred to this exam.
  • This exam contains test components that may be used on future exams and your responses could be transferred to that exam.
