Description of Job

The Colorado Department of Corrections (CDOC) is recruiting for a dynamic leader to direct Prison Operations. This position isnonclassified not governed by the state personnel system which is a performancebased pay plan reserved for seniorlevel management positions responsible for relatively large or important segments of a principal department.

In conjunction with the CDOC mission vision and value statements this position will provide executive management oversight and operational control of the Colorado Department of Corrections exercising leadership strategic planning and staff coordination over correctional facility operations.

This position reports to the Deputy Executive Director for Prison Operations and serves as a pivotal member of the executive team. Responsible for the overall management of Prison Operations which includes: 20 statewide prisons private prisons Office of Emergency Management Offender Services the Corrections Training Academy and Faith and Citizen Programs. Position collaborates with deputy directors executive staff and wardens to ensure safe secure and humane operations of all institutions upholding public safety and successful reentry of offenders.

Specific duties include but are not limited to:
  • Provide overall management of the CDOC security technology and information systems regulations audits systems with national correctional standards food service operations continuous quality control offender management project management/scheduling life/safety compliance offender complaints and problems and emergency operations while delivering correctional services with optimal efficiencies and measurable outcomes;
  • Develop and implement policies procedures and regulations and establish progressive goals and objectives; provide management and direction to senior level facility prison operations staff;
  • Function within broad departmental guidelines ensuring compliance with all applicable laws legal actions and orders which requires strong interagency working relationships with state agencies federal state county local private and military law enforcement authorities; fulfill requirements of legal actions and life safety; progressively collaborate with internal and external constituents legislative officials governmental and nongovernmental support agencies;
  • Provide agencywide oversight leadership management planning and staff coordination of all correctional facility operations;
  • Collaborate with internal and external constituents to develop strategic organizational direction and structure; develop and implement the strategic planning process;
  • Implement changes to improve the quality of correctional measures; ensure continuous quality management of correctional processes; develop and implement performance base outcome measures; provide analytical expertise in strategic planning operational effectiveness and progressive evaluation of performance and outcome based measures; ensure performance measures are met;
  • Ensure efficient and effective customer service is provided to the stakeholders of Colorado which includes exemplary responsiveness;
  • Develop and implement policies procedures and regulations and establish progressive goals and objectives; provide management and direction to professional level staff; responsible for developing and modifying staffing patterns; responsible for inspiring perceptive discernment courtesy and understanding of the public staff and offenders with professional respect and dignity through all interactions;
  • Negotiate as an official representative of the CDOC in formal hearings or court with other agencies/entities on behalf of the agency; testify before legislative committee as an expert;
  • Responsible as a lead authority in upholding public safety while providing services and programs to assist offenders in successful community reentry ensure safe secure and humane operation of all institutions. Understand and treat the public staff and offenders with professional respect and dignity through all interactions;
  • Identify areas for improved efficiencies and establish methods to implement and measure efficient improvement strategies;
  • Other duties as assigned.

EDUCATION: Graduation from an accredited college or university with a bachelors degree. (Unofficial college transcripts must be uploaded with this application to be considered. Transcripts must include your name college name degree and date conferred in order to receive credit).

EXPERIENCE: Six (6) years of progressively responsible professional management experience in a large multiple level complex corrections organization. This experience must have included all of the following:
  • High level management experience at the Director Associate Director or Warden level. This experience must include managing through subordinate supervisors;
  • Professional experience public or business administration that includes establishing organizational structure developing strategic work plans budget development and control setting goals and objectives to achieve program results and fostering a team environment.

This experience must be detailed within the work experience section of your application.Resumes will not be accepted in lieu of detailed work experience.

Substitutions:Experience which provided the same kind amount and level of knowledge acquired in the required education may be substituted on a yearforyear basis for the bachelors degree.


Professional work experienceis defined as work that involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore extend and use additional discoveries interpretations and application and to improve data materials equipment applications and methods.

  • Provide analytical expertise in strategic planning operational effectiveness and progressive evaluation of measurements;
  • Ability to establish effective measures of efficiencies through thecreation of objectives;
  • Ability to implement and improve the operation through effective performance measures.
Preferred Qualifications:
  • Senior level management experience within a complex correctional environment;
  • Experience managing and directing a governmental correctional organization which includes the ability to develop proven interagency relationships with state federal and local agencies;
  • Ability to testify before legislative committees as an expert in current correctionaltrends and issues;
  • Senior level multiprogrammaticmanagement experienceof a facilities that detains clients against their will;
  • Proven experience with the development and implementation of Reentry Programs.
