Job Description

Metra is one of the largest and most complex commuter rail systems in North America serving Cook DuPage Will Lake Kane and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe reliable and efficient commuter service.

The Strategic Capital Planning group includes three departments: Capital Program Development LongRange Planning and System Performance and Data. The Capital Program Development Department develops Metras capital program and amendments and prepares all discretionary funding grant applications. The LongRange Planning Department identifies new opportunities for expanding and enhancing the rail system. Long Range Planning also participates in studies led by other entities that will impact Metra. The System Performance and Data Department prepares monthly reports on system ridership ontime performance and capacity utilization of trains. The department also manages periodic surveys counts and analyses of Metra riders and monitors the agencys adherence to Title VI and other equity standards for the provision of transportation service.

Reporting to the Department Head System Performance and Data the GIS Manager is responsible managing Metras GIS program including: planning and developing operational and business requirements working with IT on the integration of spatial data into enterprise applications and supervising data maintenance analysis and reporting functions. Approve time off coordinate staff schedules fill vacancies as necessary and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions performance evaluations and performance improvement disciplinary and/or termination procedures. Make recommendations regarding hiring performance evaluations disciplinary
and/or termination procedures. Works under both inside and outside environmental conditions
under prevailing conditions of heat cold rain and snow.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act not the Social Security Administration.

  1. Bachelors Degree in Information Technology Planning Geography or related field.
  2. In addition to #1 above must have a minimum of eight years of progressively responsible experience in the implementation of spatial technology advance data modeling and the development and integration of enterprise applications in EAM ERP and EDMS.
  3. Experience in CAD/BIM and LiDAR imagery for data sources used for the creation of spatial data.
  4. Comprehensive knowledge of data modeling and implementation methods.
  5. Considerable knowledge of data management practices and data organizational structures.
  6. Considerable knowledge of database management systems such as Oracle or SQL Server.
  7. Good knowledge of system architect for designing completed and sustainable IT solutions to address operational needs.
  8. Some knowledge the Chicago land region including transit lines community locations and landuse patterns is preferred.
  9. Considerable analytical organizational and problem solving skills.
  10. Considerable skill in utilizing the full suite of ESRI technology.
  11. Strong verbal and written communication skills to convey complex concepts to a wide range of individuals.
  12. Skill in the development of operational use cases and documents.
  13. Proficiency using Microsoft Office with emphasis in Excel and Access.
  14. Ability to manage complex enterprise data model and application development efforts
  15. Ability to manage a small team.
  16. Must possess and maintain a valid drivers license.
  17. Ability to stand walk and/or sit for extended periods of time.
  18. Hearing/Visual acuity far/near depth perception field of vision color vision.
  19. Ability to lift and move up to 20 pounds.
  20. Must be able to operate a vehicle.
  21. Must be willing to travel within and outside of Metras 6county region.
  22. Must be available to work flexible hours in the early morning late afternoon
  23. evenings or weekends.

Preference:

  1. Masters preferred.
  2. Geographic Information Systems Professional (GISP)
  3. American Institute of Certified Planners (AICP)
