Position Description

General Summary
Provides strategic and operational support to the Deputy Executive Director Director of Revenue Director of Investments Director of Debt and Manager of Banking contributing to the overall efficiency and effectiveness of the departments financial operations. This role is responsible for coordinating and assisting with a wide range of daytoday activities including financial analysis project management reporting compliance and process improvement initiatives. Serves as a key liaison between teams helping to ensure alignment across functions and the smooth execution of departmental objectives.

Duties & Responsibilities:

Coordinate Financial Activities Across DivisionsSupport the Directors of Revenue Investments and Debt as well as the Manager of Banking by coordinating and assisting with daily financial operations and ensuring seamless communication across all divisions.
Prepare and Analyze Financial Reports Compile review and analyze complex financial data to assist in revenue forecasting investment performance evaluation debt management and cash flow monitoring for county funds.
Assist with Budget and Fiscal Planning Work with senior staff in the preparation and monitoring of departmental budgets and longterm financial planning in compliance with county financial policies and applicable Texas statutes.
Monitor Compliance and Risk Ensure adherence to applicable local state and federal regulations including Texas Public Funds Investment Act guidelines.
Support Investment and Debt Activities Assist in tracking investment performance preparing investment reports monitoring maturities and supporting the issuance and management of county debt obligations.
Banking Operations Support Collaborate with the Manager of Banking to oversee banking relationships. Facilitate Internal Controls and Audit Readiness Maintain documentation and assist with implementing internal controls. Prepare for internal and external audits by ensuring records are accurate and complete.
Lead or Support Special Projects Manage or contribute to special initiatives such as service provider transitions policy updates or process improvement efforts to increase efficiency and transparency.
Provide Administrative and Strategic Support Support directors with meeting preparation policy research drafting correspondence and responding to inquiries from internal stakeholders elected officials and the public.

Requirements

Education and Experience:
Bachelors Degree in Accounting Finance Business Administration or a related field.
Minimum of 35 years of professional experience in financial management accounting or budgeting preferably in a government or public sector environment.

Knowledge Skills & Abilities:
Understanding countyspecific budgeting and financial reporting.
Familiarity with investment regulations for public funds in Texas in the Public Funding Investment Act (PFIA).
Knowledge of debt issuance and compliance for county governments.
Ability to analyze financial data prepare reports and make recommendations.
Skilled in managing multiple projects and meeting deadlines.
Strong written and verbal communication skills for interacting with internal and external stakeholders.
Ability to work effectively with senior management and crossfunctional teams.
Ensure accuracy in financial records and reporting.
Ability to adjust to changing regulations and priorities within the county government structure.
