About the Position:

The Director of the Office of Health Equity is an executive level leadership position within the Directors Office responsible for the Departments Office of Health Equity (OHE). Using a multifaceted approach the OHE will take action to support community partners working with the Department and lead the Departments Workforce Equity Strategic Plan (WESP) initiatives creating a comprehensive strategic action plan for racial justice equity work that improves population level health outcomes.

The Director of the OHE leads a team of highly skilled professional staff that lead the investment and efforts of a OneDepartment comprehensive and strategic racial justice equity agenda that serves populationlevel outcomes seeks health equity for all and leads implementation of the Workforce Equity Strategic Plan (WESP) within the Departments role as the public and mental health authorities. Responsibilities for internal organizational practices and external participatory community engagement and response include examining and addressing internal and external policies and practices to ensure that everyone has equitable opportunities to thrive.

Key functions directly related to the position:

One Department Racial Justice Equity Initiatives and Strategy

  • Develops and implements a shared vision and strategy for the Departments transformational equity initiatives ensuring alignment with the Departments mission.

  • Provides leadership and strategic direction to all divisions and work units championing programs that promote health equity and improve community health.

  • Leads strategic health equity planning ensuring policy decisions comply with relevant regulations and guidelines.

  • Implements a comprehensive health equity plan that includes social and distributive justice strategies environmental interventions and utilizes datadriven approaches.

  • Gathers and analyzes organizational data related to racial justice and equity to inform biennial plans and evaluate structural changes in equity programs in collaboration with Employee Resource Groups (ERG) and communitybased organizations.

Collaboration and Community Partnerships

  • Represents the Health Department on the countywide Workforce Equity Strategic Plan (WESP) Committee and collaborates with other departments to share best practices strategies and training content.

  • Partners with the Office of Diversity and Equity (ODE) on employeefocused initiatives and leads through consensus building with Department and county staff Employee Resource Groups (ERG) and other groups.

  • Provides consultation guidance and coaching on community engagement and partnership strategies including Traditional Health Workers and Popular Education to promote social justice and support systemically excluded communities.

  • Develops and maintains relationships with external public and private agencies provides expert consultation to public health agencies and officials and advocates for public policy changes that improve healthy communities and health equity through professional presentations and coalition work.

OHE Staff Support and Team Building

  • Hires manages coaches and supervises OHE staff fostering team building through a sharedleadership style and methodologies like Popular Education or Assertive Engagement.

  • Provides OHE staff with reflective and traumainformed coaching professional development opportunities mentorship and performance feedback to enhance their service to communities and Department staff.

Leadership Consultation and Coaching

  • Coach and support staff across the Department to thrive and navigate institutional racism and oppression in collaboration with Human Resources.

  • Develop and facilitate education and training on racial justice equity and populationbased health outcomes fostering shared understanding and purpose.

  • Ensure support for division leaders and their teams in implementing the Workforce Equity Strategic Plan (WESP) creating materials templates and presentations to educate staff on related topics.

  • Train managers and supervisors for equityfocused conversations providing reflective and traumainformed coaching professional development and performance feedback..

Contract and Budget Management and Evaluation

  • Manages the development negotiation and evaluation of contracts grants and budget for the OHE in collaboration with the Departments Finance and Budget Management (FBM).

  • Trains and mentors staff in applying the Equity and Empowerment Lens (EEL) to contracting grant and budget work and support the annual budget development process by reviewing decisions using the EEL and Inclusively Leading with Race (ILWR) approach.

However actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidates relevant experience and education.
