Job Description

Definition

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

Summary
Under the supervision of the Chief Financial Officer and working with the other finance staff the Accountant performs professional accounting duties related to the preparation of financial statements review of fiscal records and monitoring of accounting transactions in accordance with generally accepted principles of accounting.

Examples of Essential Duties

  • Prepare monthly and annual financial statements Treasurers reports and other reports for management government agencies financial institutions and the Board of Directors.
  • Maintain the integrity of the general ledger by reviewing initiating and performing journal entries adjusting entries and reconciliation of general ledger accounts.
  • Prepare audit work papers and assist the independent auditors with the annual audit develop internal control procedures and perform internal audits.
  • Prepare official statements required for debt issues and maintain debt service records.
  • Assist with the preparation of the annual budget and monitor compliance in consultation with the Chief Financial Officer.
  • Prepare billing for revenue and monitor accounts receivable.
  • Provide accounting support for decisionmaking by responding to requests for information producing and distributing reports and participating on various project teams.
  • Recommend or implement changes in accounting and auditing systems and procedures.
  • Prepare analyze and review of estimated revenues reimbursements expenditures fund balances or other proprietary and budgetary accounts.
  • Perform bank reconciliations of all District accounts on a monthly basis.
  • Assist the Chief Financial Officer in maintaining accurate records of investment activity.
  • Prepare cost of service studies and participate in rate analysis and design.
  • Answer questions and provide information to the public and District departments; research requested information and make recommendations appropriate to resolving inquiries and/or complaints.
  • Complete special projects including but not limited to design changes and implementation of accounting systems and procedures and the development and documentation of policies and procedures for the Finance Division.
  • Research and remain informed of new trends and innovations in the field of accounting in consultation with the Chief Financial Officer.
  • Ensure compliance with District Rules and Regulations.
  • Provide training for lowerlevel personnel.
  • Build and maintain positive working relationships with coworkers other District employees outside agencies and the public using principles of good customer service.
  • Perform related duties as assigned.
  • Maintains proper work safety practices and procedures.

Qualifications

QUALIFICATIONS
Knowledge of;

  1. Principles and practices of generally accepted accounting practices.
  2. Financial and cost accounting theory and financial reporting practices accounting systems and procedures.
  3. Basic principles of budget preparation and analysis and financial planning.
  4. Principles and practices of safety management.
  5. Principles and practices of financial and technical report preparation.
  6. Modern office equipment including the use of applicable computer software.
  7. Principles and practices of effective customer service.
Ability to;
  1. Apply accounting principles to the maintenance and reporting of financial and accounting transaction and audit of financial records.
  2. On a continuous basis know and understand all aspects of the job; intermittently analyze work papers reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  3. Learn pertinent local State and Federal laws rules and regulations as they relate to accounting auditing assessment and reporting requirements.
  4. Learn to apply governmental accounting principles and practices.
  5. Prepare a variety of routine financial statements reports and analyses.
  6. Prepare and present technical financial information in a meaningful way.
  7. Collect data from various applications and transform that data into meaningful information to support business decisionmaking.
  8. Operate and use modern office equipment including a computer and applicable software.
  9. Establish and maintain effective working relationships with those contacted in the course of work.
  10. Communicate clearly and concisely both orally and in writing.

EDUCATION AND EXPERIENCE
Any combination of training experience and education which is likely to provide the required knowledge and abilities which would be acceptable for employment:
A typical background would be:
Experience:
Three (3) years of professional accounting experience.
Education/Training:
Equivalent to a Bachelors Degree from an accredited college with major coursework in Accounting Finance Business or a related field.
