Job Description

The Protection Security Specialist is responsible for executing a large range of Army Security Programs related to protection. Supports the development implementation and operation of assigned Army Security programs. Provides guidance advice and assistance to all command elements and field sites at various locations in the Austin Texas area and other states. These programs include but are not limited to: the Army Protection Program (APP) Antiterrorism Force Protection Army Emergency Management Program (AEMP) Physical Security Insider Threat Security Guard Program Operations Security (OPSEC) Law Enforcement (LE) liaison Incident Reporting Critical Infrastructure Protection and Resilience (CIPR) and Critical Infrastructure Risk Management (CIRM).


Supports the development of overall Integrated Protection Plan (IPP) for the battalion to include subordinate plans as required by security regulations. Plans develops coordinates and conducts programs to protect information personnel facilities and/or material from unauthorized disclosure theft attack or sabotage.


Maintains knowledge of security regulations and policies and develops information identifies interrelationships and takes actions consistent with objectives of the physical industrial and operations security antiterrorism and other Army protection programs.


Responsibilities to include:

Protection Programs:

  • Antiterrorism/Force Protection (AT/FP) Specialist on all aspects of AT/FP.
  • Supports the development implementation and operation of the local AT/FP program.
  • Coordinates with the Physical Security Specialist to provide a comprehensive risk assessment for all organizational assets and subordinate elements.
  • Executes the Organization s Critical Infrastructure Protection and Resilience (CIPR) program requirements coordinating effort and support function to assure completion.
  • May serve as the physical security inspector.
  • Supports the overall Integrated Protection Plan (IPP) for the organization to include subordinate plans as required by security regulations.
  • Plans develops coordinates and conducts programs to protect information personnel facilities and/or material from unauthorized disclosure theft assault or sabotage.
  • Represents the organization on the Facility Security Committee Army Futures Command Protection Working Group Threat Working Group (TWG) and other ad hoc groups as needed to provide security expertise.
  • Compiles and analyzes threat information from various sources throughout the region. Works with the HQ AFC Protection Branch Cell Security and Law Enforcement personnel to develop the organization s annual threat statement.
  • Coordinates special event security with law enforcement; conducts special event threat assessments vulnerability assessments and AT/FP Risk Assessments
  • Supports Protection Assessments of standalone facilities; supports the development and implementation of vulnerability mitigation plans of actions.
    tracks assessment observation and vulnerabilities until remediation or mitigation;
  • Supports the PPBE and POM process to include the identification and submission of Antiterrorism and Physical Security requirements.
  • Coordinates with stakeholders and projects to ensure threat information is communicated in a timely and effective manner.
  • Coordinates protection efforts of critical infrastructure within the organizational footprint. This includes addressing AT PS COOP and CIRM activities as required by DA and AFC coordination with Department of Homeland Security (DHS) critical infrastructure protection branch and Army Futures Command CIPR program efforts.
  • Provides oversight of the organization s AT/OPSEC contract coversheet compliance.
  • Provides security engineering compliance input on building and construction plans for all organizational construction of footprint modification projects.
  • Conducts OPSEC reviews of content prior to public disclosure to protect critical information.


Emergency Management Programs:

  • Provides crisis management planning and execution assistance in the event of a terrorist attack or other emergency situation.
  • Organizes and manages operations/plans in the AFCSB Emergency Operations Center under supervision of the Chief of Operations during contingency operations and exercises.
  • Assist in the development and management of the organizations continuity of operations plan (COOP).
  • Assures adequacy of policies plans directives budgets procedures and other appropriate media required to plan and implement AT/FP projects tasks and operating programs for carrying out emergency response missions in an emergency AT/FP situation.
  • Assists with the development of scenarios for AT/FP exercises and coordinates participation with Local State and Federal Emergency Management Agency (FEMA) sponsored or directed exercises or in annual command exercises to test and evaluate selected portions of the overall Command AT/FP plan.
  • Advises the Chief of Operations upon the completion of exercises and simulations.
  • Produces After Action Review summaries and aids in the adjustment of plans and programs as required.
  • Safeguards national security information with emphasis on classified or other sensitive information originated within or controlled by the command.
  • Maintains and interprets classification guides and provides support and guidance to the command and subordinate entities.
  • Provides security and threat response input into the development of Occupant Emergency Plans (OEPs) and Emergency Action Plans (EAPs) at all organizational locations to assure compliance with AEMP standards.
  • Reviews OEPs for completion and understanding as part of the Risk Management process.


Security Training and Management:

  • Serves as the Training Coordinator and trainer for all security and force protection training.
  • Trains other security specialists and Division and District employees on security policy program and procedures.
  • Prepares and presents briefings and/or training and education classes to develop effective security awareness throughout the organization. Training includes Operations Security Threat Awareness and Reporting Program Violence in the Workplace Insider Threat and Antiterrorism newcomer annual and refresher training and other higher headquarters directed training.
  • Assists and performs management and evaluation of internal controls of all organizational training per AR 19056 standards.


Other Responsibilities

  • Perform other duties as assigned in support of the organization s mission.


Requirements

Qualifications:

Location: Austin TX (This is an inperson position)

Education: Bachelor s degree from an accredited college or university

Experience: Minimum of 5 years direct relevant AT/OPSEC experience

Required Trainings: Antiterrorism Officer Basic Level II OPSEC Level 2 Course and Conventional Physical Security Course

Languages: English

Current Secret clearance




  • Knowledge of the principles concepts policies practices and methods of
    security administration in the functional areas of protection antiterrorism force protection physical security operational security and emergency management. This knowledge is applied to carry out assignments with little or no supervisory involvement. Employee must have the skill in weighing the impact and consequence of variables such as access and entry restrictions and equipment availability.
  • Comprehensive knowledge of security policy requirements to function as the organization s Subject Matter Expert for all security protection programs.
  • Knowledge of a wide range of security concepts principles and practices to review independently analyze and resolve difficult and complex security problems.
  • Knowledge of stateoftheart security technology to assist in the design procurement installation and maintenance of complex security systems.
  • Knowledge of risk assessment process and risk management framework to develop and implement risk reduction security measures at all facilities within the organization.
  • Knowledge of all office support functions to operate as a systems operator when needed.
  • Knowledge of emergency operations center policies and procedures.
  • Ability to prepare and/or edit written correspondence ensuring proper use of English grammar spelling and punctuation.
  • This position requires the employee to occasionally travel away from the normal duty station less than 10% of the time.
  • Must demonstrate the ability to balance daytoday demands for missions requiring immediate attention with the need to achieve longterm organizational goals.
  • The ability to prepare and deliver briefings and status reports to senior leadership consultative skill.
  • Possess demonstrated excellent written and oral communication skills.
  • Able to work effectively in a small team environment.
  • Training requirements: Antiterrorism Officer Basic Level II OPSEC Level 2 Course and Conventional Physical Security Course.

Ideal Background 10+ years of experience in federal business development and capture management. Ability for occasional travel to client or team meetings. Nice to Have Experience supporting venture-backed, non-traditional, or dual-use tech companies entering the federal space.
