HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Team:


The Office of Development leads the agencys effort to develop affordable housing through new construction and preservation of existing affordable housing. The Housing Incentives division offers tax credits tax incentives and zoning bonuses in order to facilitate affordable housing development. Housing Incentives Compliance and Enforcement division investigates and takes enforcement action against building owners receiving these benefits who fail to comply with applicable state and local laws codes and regulations as well as agency regulatory agreements.

Housing Incentives is composed of four units:
Tax Incentives
Tax Credits
Inclusionary Housing
Compliance and Enforcement

Your Impact:

As an Assistant Project Manager for Housing Incentives Compliance and Enforcement (C&E) division you will assist in investigating and taking enforcement action against building owners receiving benefits who fail to comply with applicable state and local laws codes and regulations as well as agency regulatory agreements. You will be a part of major compliance efforts including those focusing on violations of rent registration and affordability requirements resulting in more affordable and rentstabilized apartments for New Yorkers.

Your Role:

Your role will be to assist the division in ensuring compliance of buildings with valuable benefits under the direction of Compliance & Enforcement attorneys as well as the Assistant Commissioner of C&E. The divisions investigations regularly involve coordination with other city and state agencies. You will serve as a team player including by nurturing productive relationships with other staff and with C&Es internal and external partners.

You will contribute to investigations of noncompliance with the tax programs and regulatory agreements that are within the purview of Housing Incentives such as the 421a J51 485x 467m and Inclusionary Housing as well as actions resulting from these investigations.


Your Responsibilities include but are not limited to:

Projectmanage cases from beginning to end of respective compliance initiatives.
Monitor the progress of cases including case statuses and dependencies and ensure compliance milestones are reached.
Assist the Division in reviewing and analyzing complaints of noncompliance from within HPD including the Tax Incentives Programs and from outside HPD.
Assist the Division in collecting facts from public sources and occasionally conduct investigations in the field and drafting reports and findings.
Coordinate with all stakeholders of project dockets including but not limited to property owners tenants internal HPD units and other City agencies to resolve issues with applications.
Perform analyses and reviews in relation to noncompliance with Housing Incentives program requirements to maintain affordability rent stabilization and other benefits.
Prepare legal documents for enforcement actions and issue legal notices to noncompliant properties.
Write memos recommending whether revocation of benefits and/or other enforcement actions are appropriate.
Work with other Division staff to update and maintain project tracking and case management systems and to compile and prepare Divisionwide data for reports to senior managers the New York City Mayors Office and the City Council
Become wellversed in program policies and regulations and provide input to staff and Assistant Commissioner about processes that would strengthen enforcement cases.
Assist the Assistant Commissioner and other senior staff with special projects as needed.

Preferred Skills:
A bachelors degree from an accredited college and two years of experience in community work or communitycentered activities; or high school graduation or equivalent and six years of experience in community work or communitycentered activities
At least two years of project management analytic or clerical experience
Strong interpersonal creative problemsolving project management research and analytical skills
Keen attention to detail and organizational skills
Excellent verbal and written communication skills
Ability to work productively and collaboratively as part of a team
Demonstrated ability to work independently
Excellent judgment and decisionmaking skills
Demonstrated ability to meet deadlines and manage projects in a timely manner
Strong facility with Microsoft Office Suite (Word Excel PowerPoint and Outlook)
Willingness to learn on the job exhibit a high degree of initiative in managing multiple priorities simultaneously in a fastpaced deadlinedriven detailoriented work environment
Preference will be given to candidates with experience working for or with government agencies and government programs related to affordable housing compliance

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
