Under direction of the Executive Director with latitude for the exercise of independent judgment and initiative serves as the Coordinator of the Highway Inspection & Quality Assurance (HIQA) Newsracks & Defacement/Encroachment Unit ensuring efficient workflow and compliance with established policies. Daily functions include: supervise and evaluate support and field inspection staff assigned to the Unit; monitor and manage newsracks placements removals and compliance with statutory requirements; Assigns and reviews complaints in violation of the NYC Administrative Code 19138(b) 19133 and 19.133.1; address complaints from the Citys 311 Dynamic System ARTs complaints and other sources by phone or email; assigns inspectors accordingly to validate the validity of the complaints and customers are notified in writing of violating NYC Administrative Code for Newsracks Defacements and/or Encroachments; analyze legislation against departmental business rules providing feedback on potential impacts on workflow and revenue; Conducts operational studies quantitative analysis and reviews program plans and performance; Makes recommendations on policy and procedures and provides authoritative interpretation of complex problems; Prepares quarterly monthly and yearly reports; works with DOT IT DASH support team to implement system enhancement and/or develop electronic application for improved functionality; oversees the installation of new systems and procedures including the training of appropriate staff; prepares performance evaluations tasks/standards probationary reports and takes appropriate disciplinary action when needed by submitting required documentation; responds in a timely manner to administrative/operational requests from HIQAs Executive and/or Administrative staff. approves timesheets attend meetings with other units divisions and agencies. attends training classes workshops seminars as needed.
ADMINISTRATIVE STAFF ANALYST ( 1002D
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
