The Executive Deputy Commissioner (EDC) of Asset & Property Management (APM) oversees the Lines of Service for Real Estate Services Facilities Management and Construction & Technical Services. The office seeks to hire a Deputy Chief Asset Management Officer to assist with strategic planning program oversight project coordination and delivery with a focus on the Real Estate Services Portfolio. The Deputy Chief Asset Management Officers portfolio will encompass key projects initiatives and/or policy proposals at the direction of the EDC. The position will report directly to the Executive Deputy Commissioner for APM and serve on the senior leadership team to provide executive and strategic direction for the management of RESs leased and cityowned property portfolio. This will include space utilization initiatives leasing private properties for city agencies design and project management of leased and cityowned spaces construction administration increasing utilization of cityowned assets by the private and nonprofit sectors client agency planning portfolio programming equitable space allocation and the enforcement of space standards in cityowned and leased space.


The responsibilities will include but not limited to:

Project Management in coordination with the appropriate lines of service agencies and team members develop project plans and strategies to assist in overseeing and monitoring projects and policy initiatives to ensure goals and timelines are met.

Program Oversight serve as a liaison between the lines of service and the Office of the Executive Commissioner to monitor service delivery and assist in handling daytoday issues.

Project Coordination coordinate with lines of services offices units and taskforces to drive current and new policy initiatives meet project goals and timelines and review division and agency work product.

Research Analysis and Writing Perform qualitative and quantitative research in connection with policy proposals priority projects agency initiatives and programmatic support. Based on that analysis provide recommendations written and verbal to relevant staff members.

General Support As needed provide administrative support and coordination including preparation of correspondence and briefing memoranda PowerPoint presentations background research and information and meeting planning.

Identifying and managing the evaluation and acquisition processes including purchasing and leasing for agency sites throughout the City of New York.

Oversight of reviewing and negotiating leases renewals assignments and lease terminations.

Communicating with lines of service including the Offices of the Commissioner General Counsel Procurement Financial and Budget Management and Energy Management.

Present key real estate options and key strategies to all RES internal units with expertise in Portfolio Planning and Management Design & Project Management and Leasing.

Oversight of communication with external real estate brokers landlords and property managers.

Collaborate and align with unit teams to identify & share best practices procedures and methodologies.

Assist LOS in achieving objectives such as consolidating agency footprints reducing rent where feasible maximizing utilization of existing spaces colocating agencies and analyses of strategic acquisitions.

Coordinate with client agencies to develop proposed solutions including analyses of personnel and equipment requirements.

Work with the RES team of Portfolio Managers charged with maintaining the inventory of Cityowned and leased real estate portfolio analyzing the efficiency and utilization of existing space allocations and documenting changes in occupancy and utilization.

Ensure optimal real estate solutions by collaborating with asset and building management teams to evaluate select and negotiate terms and lease provisions for prospective locations; this will also include expansions and relocations of existing space.

Optimize space utilization through partnership with design and construction to incorporate needs analysis workplace and engineering standards and planning models for interior fit out specifications.

Develop real estate transaction practices and structures to meet City of New York goals in term sheets Letters of Intent and reviewing construction documents.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory fulltime experience of a nature to qualify for the duties of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of administrative managerial executive or supervisory experience described in 1 above.
