Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. What will I be doing
- Develop implement and monitor Train Service Plans (TSP) using specialized software for GO Transit UP Express and third party operators. Rail plans include timetable building resolving train conflicts developing equipment line up & fleet cycling plan creating anonymous job descriptions & rosters extracting & uploading rail operational data.
- Mentor lead and supervise a team of coop students analysts and planners that will support the implementation of TSP (i.e. service changes incident/event adjustments and operational requests)..
- Monitors special service and plan effectiveness; develops maintains and implements alternative strategies for continued and improved Rail Operations.
- Represent Rail Service Design and liaise with internal stakeholders to ensure technical and operational variables within TSP or infrastructure plan are identified and incorporated into standard operating procedures and contingency playbooks.
- Proactively plan record monitor and improve on rail key performance indicators (i.e. schedule adherence operational performance targets operating budget crew & fleet projections).
- Business continuity representative in a rail operational planning capacity required to respond & support 24/7 as determined by the business.
- Support other Service Design business units including Service Planning Rail contract management Workblock/Construction Planning Operational Readiness.
What Skills and Qualifications Do I Need
- Completion of a diploma in Business Administration or related field or a combination of education training and experience deemed equivalent
- Demonstrated years progressive experience supervising office staff and managing rail operations services preferably in a public transit environment.
- Handson problemsolving experience within passenger rail operations (i.e. dispatching; incident response & emergency management planning; crew & fleet management such as fleet maintenance cycling runcutting & rostering; personnel management; train handling; and standard operating procedure development.
- Prior experience with TrainPlan rail mapping & timetabling and IVU resource planning software (or equivalent Hastus Trapeze etc.) would be preferred. Training will be provided and the incumbent is required to comfortably utilize the software. Experience with OpenTrack or equivalent rail network simulation software would be an asset.
- Maintain extract and analyze data from historical rail operation records (i.e. GPS/CAD data dispatching records operating plans ridership etc.)
- Ability to utilize Microsoft 365 (i.e. Word Excel Powerpoint Outlook SharePoint Teams). Experience and knowledge of database management and computer programming (i.e. Python PowerBI VBA and R) is preferred.
- Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services (e.g. Transport Canada (TC) Federal Railway Administration (FRA) American Association of Railways (AAR) American Public Transportation Association (APTA) Transportation Association of Canada (TAC) Canadian Rail Operating Rules (CROR) Emergency Management (Incident Command System) Labour relations governance framework (i.e. Canada Labour Code/Employment Standards Act/Collective Bargaining Agreements) Ontario provincial and municipal standards and best practices building codes contracts and environmental legislation) is required
