Job Description

General Purpose:
Responsible for the overall management and oversight of the regional Northern Colorado Real Time Information Center (NCRTIC) and the Northern Colorado Intelligence Unit (NCIU) sponsored by the Loveland Police Department. This position plans develops organizes and directs daily operations of both the NCRTIC and NCIU. The Manager supervises all assigned staff and collaborates with local state and federal public safety agencies city and county departments private sector partners and other stakeholders to ensure effective and coordinated operations. Responsibilities include training and directing personnel in the use of advanced interactive technology systems to monitor assess and respond to emergency and criminal incidents. The Manager also leads the NCIUan allthreats intelligence unit working in tandem with the NCRTICto enhance situational awareness and support public safety throughout the region. Reporting to the Assistant Chief of the Investigations Unit the Manager serves as a primary liaison to law enforcement executives (e.g. chiefs and sheriffs) overseeing collaboration efforts supervising multiagency personnel and coordinating the acquisition and integration of technologies to support NCRTIC and NCIU operations.
Salary Range of $130737.57 $189569.54 with a hiring salary of $130737.57 $160153.56 subject to applicable taxes and withholdings

Essential Functions:
- Provide strategic leadership and operational oversight of the NCRTIC and NCIU including all staffing systems and interagency activities.
- Serve as the primary liaison to the Executive Officer Board (EOB) as well as to other police chiefs sheriffs and federal law enforcement partners to coordinate policy direction funding priorities and resource deployment.
- Proactively communicate significant events system issues or timesensitive intelligence to executive leadership and command staff to support realtime awareness and decisionmaking.
- Oversee and participate in the work of staff and external personnel assigned to NCRTIC/NCIU programs and initiatives.
- Manage and review all requests investigations and intelligence products disseminated by the NCRTIC and NCIU.
- Work with partner agencies to identify and implement technologies supporting realtime intelligence sharing video integration digital evidence management and other missioncritical capabilities.
- Coordinate with and supervise personnel assigned to the NCRTIC and NCIU by participating local state and federal public safety agencies.
- Develop and implement goals objectives policies and performance metrics; ensure adherence to industry standards and regulatory compliance.
- Create and maintain operational manuals technical guidance and protocols.
- Manage staff scheduling workload distribution and task prioritization; lead recruitment efforts conduct performance evaluations provide coaching and recommend disciplinary action when appropriate.
- Develop manage and administer the NCRTIC/NCIU operating budget; identify grant opportunities and alternative funding sources.
- Oversee vendor engagement related to technology platforms and service contracts; participate in contract development renewal and compliance review in coordination with agency procurement team
- Respond to complex requests from external entities concerning video or digital evidence systems; ensure lawful policycompliant system use.
- Ensure the continued operational readiness of NCRTIC systems and infrastructure including coordinating repairs managing work orders and resolving technical issues to minimize downtime.
- Monitor changes in applicable laws court decisions and regulations update policies and training materials accordingly.
- May be required to testify in court and provide witness testimony related to realtime crime center activities and law enforcement operations.
- Apply appropriate criminal justice and legal protocols in the collection analysis storage and sharing of data video and intelligence products to ensure evidentiary integrity and policy compliance.
- Interpret and communicate relevant laws policies and procedures to staff and the public.
- Maintain accurate program records and prepare detailed reports agreements and correspondence; deliver briefings and formal presentations to stakeholders.
- Cultivate and maintain productive working relationships with internal staff agency partners vendors and community members.
- Participate in regional and national professional development forums; incorporate emerging trends and best practices.
- Represent the NCRTIC and NCIU to criminal justice agencies governing boards community organizations media outlets and the public.
- Perform other duties as assigned.
INTERAGENCY COLLABORATION & STRATEGIC PARTNERSHIPS
- Serve as the central coordination point for all participating local state and federal agencies.
- Build and maintain strong relationships with police chiefs sheriffs and command staff to support collaborative operations.
- Facilitate onboarding and integration of personnel from partner agencies while ensuring adherence to NCRTIC/NCIU policies.
- Coordinate joint technology initiatives and shared resources to expand regional situational awareness and intelligence capabilities.
- Establish and maintain liaison relationships with other RTCCs and CAUs across jurisdictions to share intelligence strategies tools and best practices.
- Lead strategic planning efforts and interagency initiatives that promote data sharing emergency response and operational alignment.
QUALIFICATIONS
Knowledge of:
- Public administration organizational management and operational planning.
- Municipal budgeting practices and financial oversight.

EDUCATION & EXPERIENCE GUIDELINES
Education:
Bachelors degree in criminal justice public safety emergency management public administration or a closely related field.
Experience:
Five (5) years progressively responsible experience in law enforcement intelligence unit realtime crime center or equivalent role in public safety or informationsharing operations required.
Three (3) years of supervisory experience required preferably in law enforcement public safety and/or intelligence unit.
Licenses/Certificates:
Possession of a valid drivers license.
PHYSICAL DEMANDS & WORK ENVIRONMENT
Environment:
Work is performed in an office and realtime information center setting. May include nights weekends and holidays. Remote work response to emergency operations centers or onsite major incident deployment may be required.
Physical:
Must be able to sit or stand for extended periods; occasional bending lifting reaching or twisting. Regular use of computers phones and communication systems. Must be able to speak clearly and engage in public presentations.
Vision:
Normal visual acuity with or without correction.
Hearing:
Normal auditory capacity with or without correction.
