ACCOUNTABILITIES
- Implement the procurement strategy defined by the Project Management Team (PMT) and refine it to the specifics of each package.
- Forecast the delivery of key purchase orders (PO) within each package (critical items long lead times) and support Package procurement teams controlling EPC Contractors deliveries.
- Assist the Package procurement engineers to directly engage or through an expediting agency (as required) with key package suppliers along with EPC Contractors to ensure on time delivery of vendor packages as and when requested.
- Appraise the vendor performance during the lifecycle of the Project execution phase; synthetize the data and illustrate market condition.
- During the onshore commissioning phase on yard the EX Supervisor will assist the Field Operations lead for:
- Updating and confirming EX Registered.
- Following all PreComm activities on EX equipment.
- The review of the Electrical related Operational Test Procedure (OTP).
- The execution of the Electrical related OTPs.
- The execution of the Electrical related commissioning (loop test function test...).
- The preparation of the black start procedures and the operation of various electrical equipment.
- The EX Supervisor will accommodate with the project on the offshore temporary accommodation. ATEX Engineer will follow the commissioning activities as Field Operation representative on Electrical Ex matters.
- In close collaboration with the Operating Authority on site (OTL) and the Commissioning Site Leader (CSL) he will:
- Assists the production team during commissioning activities on Electrical scopes.
- Assist the production team to ensure safe first power up.
- Ensures good preparation of the electrical related startup procedures leading to the first oil.
- Ensure a role of advisor with the Major project team to ensure the proper preparation first powerup.
ACTIVITIES
- Promote and comply with company values and policies relevant laws and regulations agreed priorities and objectives standards and procedures.
- Treat all information obtained during course of the work with confidentiality.
- Collaborate in transverse mode with the respective counterparts within each 4 EPC Package team.
- Join the Package team in the selection process of necessary external agency for expediters supporting the follow up of the packages and bulk materials from technical schedule quality and logistics perspective ( as and when required).
- Evaluate the impact on budget and delivery of common equipment and packages across all Project Packages; formulate recommendations for the benefit of the company.
- Enforce the expediting of Vendors (as necessary) on timely delivery of all Materials to meet the ROS dates and to attend expediting meetings as necessary and reporting.
- Promote a no change policy to meet budget and schedule constraint without impairing quality and safety of the EPC activities.
- Foster lean processes and suggest area of improvement and draft proposals to streamline the execution of the Project.
- Participate in Supplier quality meeting addressing the requirements of the Project; represent the N1 when meetings are delegated.
- Learn from relevant lessons learned from previous projects and implement key learnings to enhance project works performance; report lesson learned on a regular basis.
- Support QAQC entity with manufacturer / vendor feedback activities.
- Compile inputs to Project / Package close out reports and lessons learnt.
- Enable GHG methods in supply chain / logistics perimeter of the project.
- Assist the N1 with any given tasks in due course.
- Identifies in conjunction with the FOPS Operations Lead and Operating Authority (OTL) the procedures & precautions to be taken to provide safe place for the intended startup activities.
- Finalize a detail powerup sequence in close collaboration with StartUp Supervisor and core field operation crew on site.
- Participate and assist in the preparation of the kick off meeting for powerup activities.
- Participate to the preparation of the risk assessment of the activities to be performed during the startup.
- Liaise with the FOPS Operations lead on the main site to coordinate the progress of the powerup.
- Contributes to updates the Startup monitoring tools as required with the FOPS Operations lead.
- Takes part in Permit To Work meetings related to powerup and Electrical related commissioning activities.
- Witness the Electrical related Operational Test perform by the commissioning and liaise with the field operation team.
- Assist StartUp Supervisors to prepare the request and order for required powerup tools. Ensure proper storage and identification of the powerup tools.
- Check EX and Electrical B and C punch list and investigate on it if requested by the Field Operations lead the OTL or the OIM.
- Advice StartUp Supervisor with the list of inhibition and isolation with the associated certificates and risk assessment properly signed and validated by the relevant persons.
- On Electrical matters participates to Hazid JSA and PreStartup Safety Reviews of new facilities.
- Contributes to the Incident Free initiative on site by reporting any anomaly defect bad practice lack of equipment or lack of competence.
- Reviews and followup the implementation of corrective actions following shutdown during startup communicate with vendor.
- Make available key documents from project regarding new facilities to field operation team.
- Ensure all operators on site are well aware on the new safety system process upgrade bring by the project.
- Maintains local signage and barriers adapted to the situation over time with a special attention to the boundaries of the SimOps area the exit walkways and scaffolds.
- Assists the teams for procedures for electrical isolations deisolations.
- Suggests improvements and requests modifications if Operating Procedures are not satisfactory.
- Must be willing to participate in crisis response training and to assist during emergency response situations if required.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education and relevant experiences:
- Education: higher national diploma or certificate (equivalent to Alevels 2 years study).
- Industry experience: minimum 5 years experience in O&G production operations.
- Team leadership experience minimum 2 years.
Technical personal and / or linguistic competencies :
- Ability to work independently while maintaining good relations with colleagues and others.
- Must have a proven sense of operational responsibility for EX equipment courage to intervene and challenge.
- Qualified EX inspector (Compex certified).
- Previous experience with offshore operation Electrical scopes and EX inspections.
- Willing to work flexible shifts and extended shifts as required.
- Fluent in written and spoken English.
Professional or HSE certifications:
- TBOSIET H2S training OPITO approved.
- NOC PTW training & JSA awareness.
- Hazard & Energy control Logout & Tagout awareness.
