Responsible for managing planning and providing leadership for the Solid Waste Program Zero Waste Initiative Recycling Program Yard Waste Program and Commercial Waste Program Development Review (as relates to solid waste management) and Strategic Planning for the solid waste program and the Zero Waste Initiative projects (including planning development implementation and analysis).The Sustainability Manager creates strategies to make the workplace greener and is also responsible for communicating and marketing sustainability campaigns to internal and external stakeholders. Will working closely with internal staff Communications and Marketing and vendors to educate and inform on the sustainable changes to be implemented and how they will impact the environment and workplace. This position will be responsible for being the environmental steward for the Citys Solid Waste Program and related Sustainability Manager reports to an assigned supervisor. Work in this class is distinguished from higher classes by its emphasis on Solid Waste/Recycling Programs and Zero Waste Initiative and from lower classes by its departmental managerial responsibility.

ESSENTIAL JOB FUNCTIONS

Manage solid waste programs and initiatives.

Designs and implements programs to encourage zero waste recycling and waste reduction and reuse in conformance with the goals of the Comprehensive Plan and local state and federal laws.

Ensures effective coordination and communication with other City Departments neighborhood associations the general public media consultants public agencies and/or private sector representatives.

Develops and implements short and long range strategies objectives procedures and priorities; determines appropriate service and staffing levels; allocates resources accordingly.

Plans manages and develops the departmental budget. Monitors expenditures and revenues within the Solid Waste Enterprise Fund.

Develops and negotiates contracts between the City consultants engineers architects contractors and other agencies in planning and implementing improvements services partnerships and/or new projects.

Assists in formulating policies and procedures and implements decisions and determinations as directed by the Public Works Director.

Ensures services provided by the department are citizen centric productive effective and high quality.

Recommends selection promotion discharge and other appropriate personnel actions.

Provides public information on solid waste programs and projects recycling programs zero waste initiatives and other relevant issues through written reports press releases and social media.

Participates in administering labor agreements.

Attends work on a continuous and regular basis.

May act in absence of supervisor.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from an accredited four year college or university with major course work in public administration planning economics environmental studies or related subject and five years of experience in solid waste including two years of experience in a supervisory capacity; or any equivalent combination of education and experience.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver License required.

Certification as a Recycling Coordinator by the State of Florida is desired.

KNOWLEDGE SKILLS AND ABILITIES

Thorough knowledge of Zero Waste Initiatives and the ability to plan and implement zero waste projects and campaigns.

Ability to develop partnerships leverage funding and develop adhoc consortiums to further zero waste initiatives research and implementation.

Thorough knowledge of all Federal State and Local regulatory requirements applicable to solid waste and recycling including yard trash programs.

Knowledge of bulk buying programs and green vendor initiatives to further zero waste initiatives.

Ability to develop and build consensus around a zero waste program for use internally in the organization.

Knowledge of safety policies and standards related to equipment and operation of a solid waste system.

Thorough knowledge of principles and practices of effective administration and supervision.

Thorough knowledge of contract management and cost analysis specifically in the area of the privatization of solid waste collection and recycling programs.

Knowledge of governmental budget procedures.

Ability to plan organize and direct activities in the areas of responsibility and anticipate their impact on city government and the general public.

Ability to plan assign delegate and review work of administrative and supervisory personnel.

Ability to develop longterm plans and programs and to evaluate work accomplishments.

Ability to communicate effectively both orally and in writing.

Ability to work effectively with elected officials charter officers department heads representatives of other agencies other city employees and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

Will be required to attend meetings outside of regular business hours.
