HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Team:


The Office of Policy & Strategy (OPS) leverages its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact optimize their efficiency and become more datadriven climateadaptive and missionfocused. To do so OPS collaborates with staff and senior leadership from across the Agency as well as with representatives from other Agencies. OPS carries out its work through delivery of rigorous data policy and financial/credit analysis; technical and statistical research; and techniques in program visioning and design to all of HPDs areas of practice. OPS comprises the Division of Housing Policy the Division of Research and Evaluation the Division of Strategic Operations and Analytics the Division of Sustainability and the Credit & Valuation team.

This Data & Program Analytics Manager role is within the Division of Strategic Operations and Analytics (SOA) which works to increase HPDs impact by analyzing and improving operations agencywide. We do this by clarifying HPD program missions objectives and stakeholders; implementing initiatives that advance HPDs goals; analyzing data to deliver actionable insights to HPD programs; and increasing the agencys overall ability to leverage data.

Your Impact:

The Data & Program Analytics Manager will manage impactful analytic projects and initiatives to support HPDs mission to provide secure and safe affordable housing in New York City.

Your Role:

Reporting to the Executive Director of Data & Program Analytics you will play a key role in leveraging data to improve operations and shape policy for HPDs affordable housing lottery homeless placement services and other critical programs. This role requires independent initiative strong analytical skills and the ability to handle merge and clean large datasets. You will work both independently and collaboratively with SOA colleagues and program staff across the agency with a primary focus on the Office of Housing Access and Stability. Proficiency in statistical analysis software is essential and openness to learn automation tools such as Power Automate and Power Apps. SOA leadership is committed to supporting your professional development through mentorship and guidance offering opportunities for growth in this highimpact role.

Your Responsibilities:

Gather prepare and merge large datasets from disparate data systems to analyze different lottery initiatives and understand how New Yorkers access affordable housing through lotteries and homeless placements.
Develop performance metrics for lottery and homeless placement programs to evaluate internal operational processes and support external reporting.
Manage and analyze eviction filing data to assess eviction trends within the affordable housing stock and HPDs investments.
Prepare analytic reports to inform program design and performance including models and dashboards that provide critical insights into agency operations.
Support datadriven program operations by providing technical assistance to program staff on using datadriven management tools.
Support the development of strategies for data integration and automation expanding tools for effective data analysis and reporting.
Assist SOA colleagues with quantitative analysis including reviewing and providing feedback on programming code.
With guidance from SOA leadership respond to ad hoc data requests from programs senior management and external stakeholders.
The Manager may grow over time with support from SOA leadership to supervise one analytic staff.

Preferred skills

The ideal candidate will be an inquisitive selfstarter who is eager to grow and take on new responsibilities with the following skills:
Enthusiastic about using data to improve government operations and policies with a willingness to learn new tools.
Advanced ability to manage and analyze large datasets using programming languages such as Python SQL R or Stata.
Strong ability to synthesize complex ideas and communicate them effectively through writing presentations and visualizations.
Meticulous attention to detail with the ability to independently validate data integrity and analysis results.
Strong interpersonal and communication skills; a collaborative team player who can also drive projects forward independently.
Solid understanding of statistical methods and the ability to apply sound statistical techniques to quantitative research.
Passion for and willingness to learn about housing issues relevant to New York City.
Knowledge of geographic information systems (GIS) including geocoding and spatial analysis using ArcGIS or similar tools is a plus.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
