JOB SUMMARY:

Under minimal guidance this position manages construction permitting compliance and facility planning for College projects. Responsibilities include coordinating engineering and architectural professionals consultants and contractors to ensure projects are completed on time within budget and in compliance with the Florida Building Code and other regulations. Oversees projects from initiation to completion ensuring alignment with College objectives. Develops progress reports and analyses to track schedules and budgets. Negotiates contracts agreements proposals and change orders. Conducts onsite facility audits to assess conditions and recommend improvements. Manages the permitting process ensuring compliance with regulatory requirements. Adjusts projects as needed to address unexpected challenges or changes orders. Presents design proposals and project updates to leadership donors and stakeholders

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Assist with permitting inspections and enforcement of construction alterations repairs and demolitions to ensure compliance with the Florida Building Code and other regulations.
  • Provide technical expertise in engineering architecture and construction identifying and resolving complex issues with safe efficient and costeffective solutions.
  • Serve as the primary contact for local state and federal agencies regarding permitting and compliance.
  • Support the Associate Vice President in managing consultants reviewing project plans and specifications and ensuring engineering and architectural standards are met.
  • Review work performed by College staff and contractors ensuring compliance with contract specifications regulations and engineering standards.
  • Schedule and attend design reviews prebid conferences bidding processes preconstruction meetings and construction scheduling meetings.
  • Participate in selecting architectural engineering and construction consultants evaluating bids and proposals and making recommendations.
  • Assess and recommend payments for invoices and projectrelated expenses.
  • Conduct site feasibility studies for future campus expansions and provide recommendations.
  • Assist in incorporating engineeringrelated functions into the Colleges emergency management plan including hurricane preparedness flood response and infrastructure security.
  • Develop and implement exterior maintenance programs for all College facilities.
  • Maintain and update GIS databases stormwater/utility maps and CAD archives of College buildings and facilities.
  • Compile and maintain regular reports on the status of ongoing and upcoming projects.
  • Complete all other duties and responsibilities as assigned.

QUALIFICATIONS KNOWLEDGE AND SKILL REQUIREMENTS:

  • Graduate of an accredited college with a degree in Civil Engineering or combination of education and related field experience
  • Minimum (6) years of experience in design review and/or construction project management;
  • Licensed as a Professional Engineer in the State of Florida;
  • Ability to utilize current computer technology to access data maintain records generate and present reports and competently develop and review advanced computer modeling results and CADD generated information;
  • Experience in supervising subordinates consultants contractors and other staff in the planning design and construction of capital improvement projects including preparation of preliminary and final engineering designs and construction plans cost estimates bid specifications and engineering reports;
  • Skill in directing the work of professional engineers technicians contractors and inspectors in a manner conducive to effective performance;
  • Thorough knowledge of civil engineering and specifically roadway and drainage design principles and practices of construction management local building codes/design standards state and federal permitting requirements ad the preparation of related financial grant applications;
  • Thorough knowledge of regulatory permitting reporting and operating requirements for State Colleges;
  • Thorough knowledge of construction processes procedures materials methods and equipment;
  • Thorough knowledge of construction inspection methods change orders review and processing of pay requests;
  • Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project;
  • Ability to conduct planning and design meetings prebid meetings preconstruction meetings construction progress meetings and inspections;
  • Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies;
  • Monitor construction schedules for expenditures and timeliness as well as compliance with capital projects budget;
  • Excellent technical communication skills both oral and written to support interaction with varying levels of IRSC employees consultants contractors local and State officials and external agencies from diverse socioeconomic backgrounds;
  • Facility Energy Management experience preferred.

PHYSICAL DEMANDS:

This position requires an ability to walk bend lift reach up stoop use ladders and other equipment and carry items occasionally in excess of fifty (50) pounds. The employee must be in good physical condition in order to do the type of work required. It also requires manual dexterity to operate standard office machines such as copier telephone and other equipment as necessary. IRSC expects its employees to follow proper safety standards while employed by the College.
