POSITION TITLE: McKinneyVento Homeless Liaison

TERMS OF EMPLOYMENT: Employment shall be at the will of the board. The annual period of service shall be 190 days. Salary will be commensurate with candidate education and experience.
PRIMARY FUNCTION: To support the needs of homeless children and youth including unaccompanied homeless youth ensuring the delivery of mandated services to facilitate students attendance and access to appropriate education services.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.
Ensure that homeless students enroll in and receive equal opportunity to school services and receive educational services for which they are eligible.
Ensure the immediacy of student enrollment for homeless children and youth pending the resolution of any disputes arising over school enrollment and placement.
Ensure that parents and/or guardians of homeless children and youth are informed of educational and related opportunities that are available and are provided meaningful opportunities to participate in their childrens education.
Advocates and expedites services for homeless children and youth and their parents as indicated.
Act as a liaison between schools shelters and community agencies on behalf of homeless children and youth and their families.
Provide appropriate referrals to Child Protective Services as designated by law and CSD school board policy.
Follows and complies with all CSDestablished McKinneyVento practices processes and procedures.
Provide training and professional development for district staff and school staff to build awareness of homeless children and youth educational needs legal responsibilities of the school and district and local policies and procedures to remove barriers and expedite services for homeless children and youth.
Provide professional development and training for parents to increase family participation in their childs educational program and to build selfefficacy.
Participate in community task forces and agency advisory committees to create awareness of the needs of homeless children and youth and identify opportunities for collaboration and enhance resources.
Work with the ESOL & Federal Programs Department to review local policies and procedures that impact homeless children and youth such as school enrollment and access to school programs and that may be potential barriers to enrollment and school participation.
Work with ESOL & Federal Programs Department to conduct an annual needs assessment for the districts homeless education program and to prioritize activities and services to support the educational needs of homeless children and youth.
Work with ESOL & Federal Programs Department to maintain proper recordkeeping of contacts events and other information as may be mandated in accordance with Federal State and Local guidelines.
Participates in all state and local required training programs to increase skills and proficiency related to job responsibilities
Communicates collaborates and cooperates with colleagues supervisors parents and stakeholders.
Performs other duties as assigned.
SKILLS KNOWLEDGE ABILITIES
Demonstrated knowledge understanding and interpretation of the McKinneyVento homeless education law.
Knowledge of intervention strategies and referral sources.
Excellent assessment crisis intervention case management interpersonal and communication skills.
Knowledge of data information systems data analysis and the formulation of action plans.
Knowledge of applicable federal and state laws regarding education and students.
Ability to use computer network systems and software applications as needed.
Ability to organize and coordinate work.
Ability to communicate effectively with students and parents.
Ability to engage in selfevaluation with regard to performance and professional growth.
Ability to work with and have sensitivity to a diverse group of homeless students and parents.
Ability to establish and maintain cooperative working relationships with homeless students parents and others contacted in the course of work.
SUPERVISORY RESPONSIBILITIES: No direct reports.

REQUIRED EDUCATION and/or EXPERIENCE:
Bachelors Degree in social work counseling education or a related field with some related experience providing services for schoolaged children.
Prior experience working with Federal Programs in a public school setting.
Prior experience working in an environment requiring the management of multiple relationships and working with multiple groups or stakeholders.
Excellent verbal and written communication skills.
PREFERRED EDUCATION and/or EXPERIENCE:
EVALUATION: Performance of this job shall be evaluated annually in accordance with provisions of the boards policy on evaluation of certified personnel.
PHYSICAL DEMANDS: To perform the duties of this job the employee is required to stand walk sit or hear. Lifting up to 30 pounds may be required on an occasional basis. The employee is occasionally required to stoop kneel crouch or crawl. Specific vision abilities required of this job include close vision and distance vision.
