Program Coordinator I
The Department of Administrations (Admin) Division of Facilities Management & Property Services(FM) is seeking a Program Coordinator to join the team. In this role you will participate in procurement activities while ensuring compliance to contract pricing and general terms in accordance with the SC Consolidated Procurement Code and Admin policies and procedures. The Program Coordinator will collaborate across all teams to support an efficient and costeffective delivery of program services for the division.

Responsibilities of the Program Coordinator I:
  • Review proposals and invoices from contracted partners ensuring compliance by all parties to the terms and conditions timelines and pricing. Any discrepancies identified are reported to the Program Manager and/or contract administrator as applicable to support efforts that bring compliance to the agreement.
  • Dispute invoices with vendors that are not aligned with contract pricing agreements. Manage the dispute process to ensure invoice corrections are made and submitted to Accounts Payable for processing.
  • Monthly management of open encumbrance reports for unspent commitments related to goods services or contracts.Monitor reports to ensure that the procurement process is progressing as expected and identify any delays that will require follow up. Identify any opportunities to close open encumbrances returning funds to budget for other uses and helping to prevent any budget overruns in a fiscal year.
  • Responsible for paying annual fees associated with licensing permits or inspections to ensure compliance.
  • Monitor and maintain records for licenses permits or inspections to prevent penalties or operational disruptions and ensure renewals are processed on time.
  • Monthly coordination of invoices for all billings associated with all buildings owned or managed by Admin in accordance with established guidelines. Review and take appropriate action of any billing abnormalities and technical issues during process.
  • Monitor and respond to Program Support mailbox.
  • Create shopping carts to procure goods and services for Facility Management Teams pursuant to the SC Consolidated Procurement Code and Department of Administration policies and procedures.
  • Perform other administrative duties as necessary including but not limited to providing backup support as assigned to ensure the success of Facilities Managements mission and compliance with applicable rules and regulations.

Minimum and Additional Requirements

A bachelors degree and a minimum one (1) year of experience in the business management public administrator or administrative services area. Relevant experience may be substituted for the bachelors degree on a yearbyyear basis.

Additional Requirements:

  • Knowledge of and adherence to Department of Administration policies procedures rules regulations and program services.
  • Knowledge of accounting principles and practices and procuretopay practices as well as SC Consolidated Procurement Code.
  • Ability to communicate effectively and to establish and maintain effective working relationships with coworkers agency representatives and vendors.
  • Ability to interpret and apply complex regulations.
  • Ability to balance multiple projects simultaneously.
  • Ability to perform mathematical calculations and analysis of financial records.

Preferred Qualifications

Experience with SAP (SCEIS) preferred.
