Serving as a Trainee under the general supervision of a Water Safety Officer IV (Captain) and the direct supervision of a Water Safety Officer III (Lieutenant) and Water Safety Officer II duties and responsibilities of this position include but are not limited to:
  • Being responsible for overseeing all beach activities at an assigned location monitoring ocean safety policies rules and regulations and enforcing applicable City State and Federal laws while staffing a lifeguard tower and/or patrolling the beach on foot by ATV or by rescue craft and staying alert to all beach activities;
  • Evaluating ocean conditions for hazards performing preventive measures to reduce rescues and serious medical emergencies and ensuring the general safety of all beachgoers while warning people of dangerous or unsafe beach and ocean conditions such as high surf strong currents tsunamis and other National Weather Service and/or Civil Defense warning signals;
  • Supervising and controlling beach activities by managing ocean safety policies rules regulations and applicable City State and Federal laws removing hazardous obstacles from the beach when practical such as broken glass bottles or refuse and maintaining a high standard of courtesy and professionalism in interactions with Ocean Safety Division staff and the public;
  • Maintaining the ability to perform duties in an efficient timely and effective manner; participating in inservice training programs to stay in good physical condition learn new first aid and rescue methods and operate equipment such as personal watercraft rescue boats and allterrain vehicles; and maintaining a high level of physical fitness to effectively carry out ocean rescues;
  • Rescuing individuals in distress including partner rescues with other first responders; administering emergency medical aid such as cardiopulmonary resuscitation and rescue breathing; informing a supervisor of all incidents including requests for ambulance security fire rescue units rescue boats/PWC helicopters and other backup ocean safety units; signaling adjoining towers and notifying Headquarters or a supervisor when leaving the tower to perform a rescue provide first aid take lunch or rest breaks or patrol the beach on foot; and being reassigned to other beaches as needed;
  • Ensuring that supplies and equipment are maintained in a constant state of readiness; preparing and submitting reports such as accident rescue and first aid documentation; maintaining a daily log of beach activities; assisting in the evacuation of people during emergencies or beach closures due to shark sightings or attacks manowar pollution high surf park fires hurricanes tsunamis earthquakes or civil emergencies; and operating vehicles to transport equipment or personnel as needed; and
  • Performing other related duties as required.

Special Work Requirement: Work schedule is from 7:45 a.m. until 4:30 p.m. with varying days off depending on work needs. The position involves exposure to various weather conditions for prolonged periods hazards during rescues high surf strong currents and the potential for physical harm while monitoring beach regulations with the possibility of performing duties independently. May also be required to work overtime weekends nights and holidays based on operational needs.

WATER SAFETY OFFICER I (SR15) APPLICATION EVALUATION PROCESS:

1)Applications must be submitted online by May 10 2025 11:59 p.m. Hawaii Standard Time (HST) to be accepted.

2) Performance Test Date: June 92025

Approximately 7 days prior to the Performance Test candidates will be notified by mail of the specific time and place for the Performance Test. This Performance Test will be administered only on Oahu.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a noncitizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school.
Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.

CERTIFICATIONREQUIREMENTS:
AT THE TIME OF APPLICATIONthe following certifications are required:

  1. A current validAmerican Red Cross Lifeguard Training Certificate or a United States Lifesaving Association Ocean Lifeguard Certificate or equivalent.
  2. A current valid American Red Cross Standard First Aid Certificate or an Emergency Medical Responder Certificate that meets United States Department of Transportation guidelines.
  3. A current valid American Heart Association or American Red Cross CardioPulmonary Resuscitation (CPR) Certificate.

LICENSE REQUIREMENT:
Valid appropriate drivers license (automobile/Type 3) prior to appointment.

Examination Process

EDUCATION AND EXPERIENCE EVALUATION:
In addition to meeting the above minimum qualifications your application will be further evaluated. Your score will be based on the quality and quantity of your education training experience and/or other related job requirements and competencies applicable to the position. Failure to provide sufficient information may result in your application being rejected or your receiving a lower score.

QUALIFYING PERFORMANCE TEST:
As part of the selection process the Honolulu Ocean Safety Department will be conducting a Performance Test. The Performance Test will consist of running 1000 yards and swimming 1000 yards. The test will determine if a candidate has the stamina and ability required to carry out the duties of a Water Safety Officer and will be expected to perform on the job.Maximum time allowed: 25 minutes

The Performance Test will be administered on a pass/fail basis. Candidates must pass the performance test in order to be considered for the position.
