Position Marketing Statement

The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Eligibility and Deductibility Administrator. The agency is seeking to hire an independent highly organized candidate with strong analytical skills and a positive attitude. The ideal candidate is a detailoriented selfstarter and has experience in the coordination of various complex administrative functions. As the Eligibility and Deductibility Administrator and employee of the State of Illinois the selected candidate will have access to state healthcare benefits and a pension plan. Essential Functions

  • As the program administrator directs coordinates and implements the Eligibility and Deductible Determination (E&DD) Program for the Office of the State Fire Marshal (OSFM) Division of Petroleum and Chemical Safety.
  • As program administrator manages and ensures processing of all Site Assessment Result Reports and related documents which include detailed analytical lab reports with summary tables and site survey maps.
  • Administers and oversees the processing of New Owner Notifications and Amended Notifications of Underground Storage Tank Forms.
  • Responds to inquiries from the public regulated community and industry.
  • Serves as fullline supervisor.
  • Provides consult to Agency Legal Counsel at appeals before the Illinois Pollution Control Board.
  • Attends and participates in staff meetings conferences seminars training sessions etc. to increase professional experience and knowledge.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with courses in business and public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
  • Requires three (3) or more years of experience working with an environmental related regulatory program.

Preferred Qualifications

  • Prefers five (5) years of experience coordinating with federal and state environmental agencies applying federal/state laws and environmental regulations pertinent to the underground storage tank program.
  • Prefers five (5) years of experience interpreting and reviewing environmental/soil site assessmentreporting forms and coordinating needed actions with the professional engineers/geologists licensed underground storage tank contractors and state emergency and environmental protection agencies.
  • Prefers five (5) years of experience determining eligibility of underground storage tank owners andoperators for fiscal reimbursement concerning corrective action or indemnification costs associated withconfirmed releases from underground storagetanks.
  • Prefer five (5) years of experience responding to queries concerning fiscal and procedural requirements from the public regulated community and the underground storage tank industry.
  • Prefers four (4) years of experience communicating complex and technical information both orally and in writing.
  • Prefers one (1) year of supervisory experience OR two (2) or more years of experience serving as a lead worker by providing guidance to subordinates and training of new personnel.
  • Prefers five (5) or more years in the utilization of MS Office programs which include MS Word Excel Powerpoint Outlook and Teams.

  • Requires ability to travel to travel with overnight stays as appropriate.
  • Requires the ability to pass drug screening.
  • Overtime is a condition of employment and you may be requested to work overtime including scheduled unscheduled or lastminute overtime.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)).Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting carrying walking and standing.
