Job Description

In District 2 Planning section of Capital Programs Administration (CPA) conducts complex analysis of geospatial data for Geographic Information Systems (GIS) to support the Transportation Asset Management (TAM) in response to user requests (e.g. district bridge engineer transportation technicians. county engineers transportation administrators transportation managers consultants contractors); assists & educates users regarding GIS technology & opportunities GIS technology affords to aid in resolving resource or asset management of all Tier 123 assets. Manages the process of creating inventories & life cycle analysis of the asset by creating proposed new assets & retiring old assets. Participates in developing a work plan using GIS databases and TIMS (Transportation Information Management System) to ensure all assets on a proposed project are accounted for (e.g. culverts barriers signs underdrains) possible maintenance &/or replacement & reviewed by CPA staff. Operates GIS equipment (e.g. GPS enabled camera GPS enabled tablet) to inventory & inspect assets using the ArcGIS Field Maps application.Ensures GIS operations adhere to applicable standards for data capture data manipulations & output & updates asset data on ODOTs Enterprise Asset Management platform. Coordinates GIS data collection activities to support the District TAM coordinator. Provides training for field staff collecting asset data & producing maintenance reports. Conducts complex analysis of collected data & produces quality control/quality assurance (QC/QA) reports to ensure the integrity & completeness of data captured. Generates reports using personal computer for district subject matter experts (SME) (e.g. transportation engineers transportations technicians) to provide information on asset collection timeline condition issues & inspection timelines. Utilizes ESRI software technology (e.g. ArcPro ArcGIS Online) to produce &/or revise maps for planning & design report preparation documentation & project management.
Performs miscellaneous duties to facilitate the operational efficiency of the Planning section of Capital Programs Administration (e.g. reads work related publications to keep pace with technological changes in GIS & collection methods; attends training & conferences; meets with stakeholders to discuss issues & gathers feedback & input; maintains electronic records/files).

Or completion of graduate core program in geography natural resources engineering planning computer science biology geology ecology or related field to include course work in geographic information systems (e.g. applications in geographic information systems data input operations in geographic information & creation of digital spatial data bases); 12 mos. exp. or 12 mos. trg. in use of projections coordinate systems & map algebra in operation of geographic information systems.
