Description

We are looking for experienced engineers to help us progress a number of key projects and programmes on the trunk road network and to maintain our status as a Centre of Excellence for the delivery of major projects.

To help us deliver our responsibilities we are seeking suitably qualified and experienced applicants to fill a number of senior grade civil engineering posts in the Major Projects Directorate. Successful applicants will be allocated posts that most closely appear to match their skills and experience. These are exciting and challenging roles that make a real difference to the lives of people living in Scotland now and in the future.

The Major Projects Directorate within Transport Scotland is responsible for the design assessment promotion procurement and construction of major transport infrastructure projects included in the current Scottish Motorway and Trunk Road Programme and new projects emerging from thesecond Strategic Transport Projects Review(STPR2). The Directorate also leads and advises on procurement and contract management matters for Transport Scotland.

We have a number of projects of varying sizes and at varying stages so there are exciting roles to suit everyone. Key projects include A9 Dualling Perth to Inverness A83 Rest and Be Thankful A96 improvements including dualling Inverness to Nairn and the M8 Woodside Viaducts project.

Responsibilities

Undertaking effective Programme and Project Management including supervision and provision of guidance to external suppliers during the development procurement and construction phases of major transport projects ensuring deliverables are on time within budget and at the required level of quality and providing regular programme and other project reports to internal stakeholders including senior management.
Procuring certain works services and supplies contracts with responsibility for managing the various stages of the procurement process from the development of the procurement strategy to contract award alongside contract implementation and management in line with relevant public procurement legislation. Providing contractual and procurement advice ensuring value for money and adherence with governance processes current legislation policy and best practice.
Providing advice and/or management on matters such as due diligence contract changes claims and negotiation and if necessary dispute resolution procedures.
Managing risks and issues to ensure that key stakeholders are suitably informed of the challenges of each project and defining and implementing ongoing improvements to each project.
Preparing and managing robust project governance procedures including preparation and maintenance of a Project Execution Plan (including associated governance documents e.g. Outline Business Case Benefits Realisation Plans etc) for relevant projects and programmes.
Managing finances (including robust financial forecasting) for relevant projects to set and ensure that capital spend is delivered to allocated budgets and represents best value and to manage budgets and expenditure to demonstrate that the various engineering and statutory activities ancillary services etc. provide value for money highlighting any progress or budget related risks early in the reporting cycle.
Consulting and dealing with the public and private organisations and all other parties (including landowners) affected by each project and representing Transport Scotland at public meetings exhibitions and the like.
Dealing sensitively effectively and timeously with enquiries from the public (including Freedom of Information requests) the media other interested parties and in the handling of Ministerial correspondence and Parliamentary Questions



Responsibilities

Qualifications

You must hold a suitable degree in Civil Engineering or equivalent and be a chartered member of an appropriate professional body and registered with the Engineering Council.

Working Pattern
