King County Metro Transits Internal Strategy team is seeking a skilled Project/Program Manager IV (PPM IV) to lead strategic programs projects and initiatives that drive systems and culture change within the agency.

This role is responsible for developing and implementing strategic communication plans to effectively convey HR programs policies and initiatives across the organization. The focus is on ensuring that all messaging is clear consistent and aligned with the organizations values and strategic goals. Acting as a key leader in communication efforts this position works closely with HR leadership Employee Services teams and crossfunctional departments to create communication frameworks that foster engagement transparency and alignment.

Additionally this role oversees the planning execution and delivery of communication projects ensuring they are completed on time within scope and meet organizational objectives. By coordinating across teams and managing complex projects the position ensures that communication strategies are seamlessly integrated into broader HR and organizational initiatives driving collaboration understanding and continuous improvement.

Position Info: This recruitment will be used to fill one (1) Career Services Project Program Manager IV Classification vacancy. In addition this selection process may be used to generate an eligibility list for future Career Service vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of creation and may be used at the discretion of the hiring authority.

We are looking for candidates who have:


Experience & Education:

  • Minimum of three years of progressively responsible experience in communications and employee engagement AND three years of project management experience OR a combination of education and progressively responsible experience that demonstrates the ability to perform the job duties effectively.

Communication & Collaboration:

  • Excellent written and verbal communication skills with the ability to convey complex ideas clearly to diverse audiences including employees consultants and leadership.
  • Ability to translate technical information for nontechnical audiences.
  • Experience following style guides and branding standards in written and graphic communications.
  • Ability to maintain confidentiality when handling sensitive projects.

Project & Time Management:

  • Proven ability to manage complex projects involving diverse teams and stakeholders while ensuring effective communication across multiple audiences.
  • Strong project management skills including time management organization and the ability to prioritize multiple tasks and deadlines.
  • Ability to take initiative multitask and work effectively in highpressure situations with shifting priorities.

Equity & Inclusion:

  • Deep understanding of equity and social justice principles including the impact of race gender policy and systemic inequities on marginalized communities.
  • Commitment to applying an equity lens to communication strategies project management and organizational change efforts.

Collaboration & ProblemSolving:

  • Demonstrated ability to work independently while also fostering strong collaborative relationships with internal and external stakeholders.
  • Strong problemsolving skills and the ability to adapt to evolving priorities.
  • Strong communication and facilitation skills with the ability to engage diverse stakeholders.

Technical Skills:

  • Advanced proficiency in Microsoft Office including Outlook Word Teams SharePoint and PowerPoint.

Highly competitive candidates will have (desired but not required):

  • Professional experience in a nonprofit/public organization and/or in a unionized environment.
  • Advanced knowledge of and experience in internal communications employee engagement or project management within Metro and/or King County.
  • Proven experience applying equity and social justice principles and practices within a government or public sector setting.
  • Proven experience in writing and developing clear concise and impactful communications for senior leadership including reports presentations and strategic documents.
  • Experience in continuous improvement strategic planning and program development with a focus on integrating antibias and proequity practices related to gender race and other protected classes.
  • Project Management or Change Management certifications.

Licensing Certification and Other Requirements:

  • Travel to work locations throughout King County with limited or no public transportation services is required. A valid Washington State Drivers License is required to operate King County vehicles.
  • Some licenses certifications and other requirements determined necessary to meet the business needs of the employing unit may be required.

Physical Requirements:

  • Requires the ability to be mobile and perform manual tasks including lifting materials weighing up to 20 pounds such as boxes of printed materials.

Other Position Information

Work Schedule and Location

This position is exempt from the provisions of the Fair Labor Standards Act and not overtimeeligible. Employees are paid on a biweekly schedule every other Thursday. Work hours are comprised of a 40hour work week typically Monday through Friday 8:00 AM to 5:00 PM. Variations may occur based on operational demands.

The work associated with this position is currently performed or conducted through a combination of teleworking onsite work and in person meetings. The role combines remote work from home with onsite reporting typically once per week. Onsite reporting frequency may vary based on business needs.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
