The Hazardous Waste Management Program is seeking an experienced Business Strategy Manager. This position is part of the King County Department of Natural Resources and Parks Water and Land Resources Division (WLRD) one of the Programs key participating agencies. WLRD leads efforts to protect and restore clean water healthy habitats and resilient communities in the face of climate change. Our work includes flood hazard reduction stormwater management and environmental restoration all guided by principles of equity innovation and collaboration. Some of the core duties expected in this role are:
Strategic Planning Implementation and Alignment:Manage work planning and strategy development to align all lines of business with the Programs strategic goals and ensure delivery on Management Plan commitments and priorities while advancing equity impact through inclusive strategies and practices.
Performance Management and Evaluation:Leverage data to assess operations services and investment outcomes ensuring informed decisionmaking continuous improvement and measurable equity impact .
Quarterly and Annual Reporting:Develop and manage reporting systems to monitor and track key outcomes and metrics incorporating equity impact assessments to provide actionable insights to support ongoing progress continuous improvements and results.
Continuous Improvement:Analyze data to enhance service quality and optimize Program effectiveness while identifying and addressing disparities to ensure equitable outcomes.
Data Management and Infrastructure:Develop and maintain systems to collect monitor and report on performance and services. Effectively manage and maintain these systems to enhance operational efficiency ensure compliance and support continuous improvement. Manage these systems to maintain their crucial role in advancing equity by identifying service disparities monitoring progress and informing strategies to better serve underserved communities.
Emerging Needs: Manage initiatives special projects and other duties as assigned.
Minimum Qualifications:
Leadership and Management:At least 7 years of demonstrated experience leading strategic planning and adaptive management in complex organizations with interdisciplinary teams across multiple agencies. Proven ability to foster collaboration drive performance build partnerships and align performance goals with environmental and public health objectives while navigating ambiguity.
Strategic Planning Implementation and Alignment:A minimum of 7 years of demonstrated experience in strategic planning and implementation with a proven ability to align operations with organizational goals lead crossagency teams and integrate equityfocused strategies to achieve measurable outcomes while ensuring alignment with funding priorities.
Performance Management and Evaluation:A minimum of 7 years of demonstrated experience in performance measurement program evaluation data analysis and strategic planning preferably within public sector environmental or equityfocused organizations. Proven ability to interpret data identify trends and utilize advanced analytics and business intelligence tools for data visualization and performance management.
Communication & Reporting:At least 7 years of demonstrated experience in managing reporting systems analyzing metrics and integrating equity assessments to deliver insights and measurable results. Strong proficiency in data visualization and exceptional communication skills to convey datadriven strategies clearly to diverse audiences.
Continuous Improvementand Technical Expertise At least 7 years of demonstrated experience developing and using performance metrics dashboards and reporting tools with expertise in ResultsBased Accountability (RBA) and business intelligence tools such as Tableau Power BI Excel and GIS. Proven ability to analyze data to improve service quality optimize programs and address disparities to achieve equitable outcomes.
Data Management and Infrastructure:A minimum of 7 years of demonstrated experience in developing and managing data systems to collect monitor and report on performance and services. Proficiency in data management tools and practices to enhance operational efficiency ensure compliance and support continuous improvement. Demonstrated ability to incorporate equityfocused analysis to identify disparities track progress and inform strategies that effectively serve underserved communities.
Racial Equity & Environmental Justice:A minimum of 5 years ofdemonstrated experience embedding racial equity environmental justice and social justice principles into program evaluation decisionmaking and service delivery. Proven ability to apply these principles to reduce disparities and enhance community impact.
