Job Description:

This position at The University of Baltimore (UBalt) carries out a broad range of budget and fiscal analysis responsibilities for two divisions requiring highlevel analytic ability and an understanding of the University and State rules regulations and procedures in a dynamic work environment. Under limited direction the position independently carries out development analysis monitoring maintenance and control of the divisions operating and project budgets and ongoing fiscal operations; and leads the divisions in the collection analysis and interpretation of budget and financial information. Responsible for creating procedures that reinforce and aid the performance of the division(s) as well as achievement of its strategic goals and priorities. Supports the divisional leadership by forecasting and planning the needs of the divisions and holds primary responsibility for compliance of University policies including those related to procurement human resources accounting / finance and record keeping. Serves as an advisor for all business operations and financial matters and supervises business support personnel.

Approximately 80% of the positions time supports the Division of Student Success and Support Services (including 5% in support of the Student Center auxiliary specifically) and approximately 20% supports the RLB Library.

This is a hybrid remote/in person role with regular on campus work required.

Responsibilities:

  • Financial Planning Analysis Management and Reporting: Leads the divisions internal budget call for all funding sources (state selfsupport and UBF) including budget development implementation of budget allocations and resource distribution for the divisions. Provides timely forecasts and projections of revenues and expenses that deliver useful information to divisional leadership provost administration and finance and UBF. Works with divisional leadership to participate directly in the development updates and monitoring of strategic financial plans linked to the fiveyear strategic plans for the university and the divisions. Works with library leadership to develop update and monitor effective use of fiveyear USMAI budget funding and spending compliance for all unrestricted funds and UBF projects. Authorizes expenditures in consultation with divisional leadership. Assists in the assessment and development of revenue generating activities and cost saving initiatives. Creates financial models to support division and staff in individual unit budget management and maintenance. Advises divisional leadership regarding the availability of new or existing / deployable budget dollars to support strategic primary oversight and management of agency fee funds collected on behalf of Student Government Association. Provides advisement to the agency fee allocation and funding decisions made by student government leadership and allocating bodies via consultation with staff assigned as advisors and presents to student leaders when necessary or requested.

  • Business Operations: Serves as the primary authoritative resource for the divisions and their centers on routine operational matters policies and procedures related to business operations. Recommends documents and facilitates implementation of divisional process improvements. Works closely with the Office of Shared Services to comanage aspects of the Student Center Auxiliary budget that provide broader institutional support (e.g. facilities housekeeping and security personnel funded by that budget). Works to ensure selfsupport feesupport and auxiliary unit expenditures plus expected fund contributions do not exceed annual revenue. Apprises divisional leadership of any potential revenue issues; develops and recommends strategies to address shortfalls.

  • Workforce Management: Collaborates with the Office of Human Resources and the Position Control Manager to support workforce management and the associated compliance requirements (e.g. compensation reviews performance management processes position costing and attributes in Workday etc.). Coordinates activity to develop and maintain uptodate position descriptions for all staff in the divisions. Assists divisional hiring authorities and committees in search and hiring practices. Oversees the efficient and effective use of UBalts human capital management (HCM) technology (Workday) when establishing employment requisitions recruitment postings and search committees. Facilitates effective onboarding and job orientation for new employees to division and university policies procedures and processes.

  • Other Operational Responsibilities: Liaison between the division and OTS/Facilities and Capital Management Offices. Seeks to improve the physical space state of the division by planning and forecasting the facility and computer/software needs. Oversees facilities upgrades or additions with the appropriate offices. Coordinates technology acquisition for the SSSS division including but not limited to working closely with Procurement and OTS to develop and evaluate RFPs for all major software licenses within the division. Manages shared digital storage for the division and maintains departmental access lists; initiates and approves new access requests as necessary. Serves on institutional committees and groups. Regularly attends Business Administrators meetings Administrative Systems Management Operations committee meetings Student Fee Advisory Committee and other adhoc and assigned committees taskforces and workgroups.

Minimum Qualifications:

  • Education: Baccalaureate degree in Accounting Finance Business or related fields.
  • Experience: Five (5) years of progressively responsible experience working with budgets financial modeling workforce / position management strategic planning and forecasting and senior level reporting.

Preferred Qualifications:

  • Education: Masters degree in Business Finance Accounting or related field.
  • Experience: Experience in higher education. Supervisory experience.

Required Knowledge Skills and Abilities:

Demonstrated ability to develop and manage budgets and adapt to changes in resources. Strong leadership and consensusbuilding skills. Ability and experience to identify training and development needs evaluate workloads and resources. Demonstrated interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Excellent interpersonal and communication skills including tact diplomacy discretion and flexibility with diverse backgrounds. Ensure interactions within the division and amongst other divisions personnel is conducted courteously and efficiently consistent with UBalts strategic plan. Ability to independently gather required information to organize and perform financial analysis assignments. Ability to collect and analyze data investigate comprehend and compile financial budgetary and program data interpreting policies and procedures and apply them to routine/complex/unique situations. Ability to present and explain complex financial information and concepts to audiences with various levels of familiarity. Ability to organize and prioritize reports daily operations short and longterm projects. Flexible to a changing and dynamic work environment. A focus to provide: high level of customer service transparency of data and regular communication to divisional leadership and University partners. Demonstrates skills in organizational evaluation with an eye for increasing effectiveness & efficiencies (E&E). Knowledge of best practices and standards in higher education with knowledge of student affairs and/or library operations a plus. Knowledge of ERP software programs (preferably Workday) and Microsoft Office Suite products (including advanced proficiency with Excel).
