Purpose:

The purpose of this position is to provide grant/fiscal program management by planning developing and evaluating multiple existing and new projects adult education deals with to ensure compliance with each projects budget and programmatic requirements. Some of the programs/grants that this position will work with include Maine College and Career Access (MCCA); Adult Education and Family Literacy Act (AEFLA); Maine Jobs and Recovery Program (MJRP); Higher Opportunity for Pathways to Employment (HOPE); MaineSpark and others. The position will also help ensure that there is coordination of efforts among team members and interrelated projects. In addition the program management position will collaborate and enhance relationships with workforce and educational agencies in the development and implementation of projects related to advancing the learners educational and skills attainment for success in the workplace.

Knowledge Skills and Abilities:

  • Knowledge of and ability to implement budgetary procurement and contracting processes.
  • Knowledge of effective financial practices.
  • Knowledge of effective monitoring processes.
  • Knowledge of Project Management processes and best practices.
  • Ability to monitor multiple grants and budgets.
  • Ability to process and analyze local provider programmatic and financial data for compliance with funding requirements.
  • Ability to analyze and explain budgetary and programmatic matters in a clear and concise manner.
  • Ability to analyze and interpret fiscal and programmatic information assess the implications and advise team members.
  • Ability to successfully partner with team members; other agencies including the USDOE Office of Career Technical and Adult Education (OCTAE); and local providers to achieve common goals.
  • Ability to effectively use standard desktop software (i.e. Office 365 ZOOM and/or TEAMS project management) to generate informational and analytical reports from state and local provider data and financial reports.
  • Ability to communicate effectively orally and in writing.
  • Ability to problem solve.
  • Knowledge of effective leadership and management skills.
  • Ability to work independently

MINIMUM QUALIFICATIONS

  • ABachelorsDegree in Education or required specialty/substance area and four (4) years professional level experience in required specialty/subject area.
  • A Masters Degree in Education or required specialty/subject area may be substituted for experience on a yearforyear basis.

Preference will be given to candidates with experience in grant management and adult education programs.
