Job Description
This position is located in Ithaca New York. The successful candidate will have the option to perform this role at a location of their choosing within the United States.
The New York Convenience of employer guidelines require New York State individual tax reporting and withholdings for this position. Additional individual state income tax filings may also be required if working temporarily outside New York State.

The salary range for this position is $72 570 to $76200 depending on experience.

The Office of Student Health Benefits is responsible for ensuring that all Cornell students meet the universitys health insurance requirements. We also manage and provide support for those enrolled in Cornells Student Health Plan (SHP) Dental Plan and Vision Plan. Learn more about who we are.
Who you are:
As an individual contributor reporting to the Director and a member of the Office of Student Health Benefits this position collaborates with internal stakeholders to develop member and student specific communication using various methods of print and/or electronic media. The Office of Student Health Benefits has two functions: monitoring that all eligible Cornell students demonstrate proof of meeting the universitys health insurance requirement and supporting the administrative operations and compliance of the Student Health Plan (SHP) a selffunded insurance product.
Other responsibilities include:
- Develop and coordinate the production and dissemination of information to inform 14000 student health plan members at Ithaca Cornell Tech and Weill Cornell Medicine as well as all matriculated Cornell students in compliance with applicable federal and state insurance guidelines and student health plan certificate of coverage.
- Develop test run and document processes for communication development and dissemination.
- Manage the workflow for all communications for both SHP members and Cornell students and support work designed to enhance the student/user knowledge and experience of health insurance literacy.
- Document communication requirements and transform those requirements into a functional project plan and timeline; create or adjust content to suit various audiences and stakeholders. Conduct analysis on communication efforts and claims impact and monitors transactions associated with the SHBs communication budget.
- Utilize project management skills to develop and maintain comprehensive team calendars and project tracking tools. Document communication requirements and transform those requirements into a functional project plan and timeline; create or adjust content to suit various audiences and stakeholders.
- Ensure unitwide awareness of communication efforts and the annual calendar for communication.
- Analyze communication practices to ensure compliance with regulatory and university policies.
- Provide support to SHP Manager and SHB Director for internal or external audits.
- Assist in monitoring and managing privacy practices in coordination with NYS Insurance Law Privacy rules and cybersecurity regulations and federal privacy regulations.
- Responsible for monitoring via paid membership emerging regulations from New York State that impacts benefit administration insurance regulations and compliance and vendor services.
- With oversight from the Director create communication for internal stakeholders and team members identifying areas of impact and risk due to changing legislation.
- Ensure accurate and effective communication of insurance rules and standards.
- Maintains awareness and knowledge of HIPAA FERPA and privacy policies and procedures; and ensures information security. Ensure that actions support NY Code Rules and Regulations appropriate for insurance providers and financial entities using Personal Protected Information.
- Monitor communication budget and reconcile monthly costs to budget; submit reconciliations to the Director for approval.
- Assist with development of content needed to communicate the universitys insurance requirement and demonstrate proof of insurance.
- Utilize current and emerging technologies to develop and produce effective content for
SHB Health website and Salesforce case portal; support work designed to enhance the student/user experience; engage in the daytoday maintenance of these systems.
Requirements of the position:
- Associate degree with at least 2 years of relevant experience or equivalent combination of education and experience in health administration insurance or communications.
- Organized with the ability to independently plan and prioritize responsibilities to meet competing deadlines while working under pressure.
- Detailoriented and high degree of accuracy to ensure successful market engagement.
- Ability to edit web content via content management systems including Drupal and SharePoint.
- High proficiency with suite of O365 products and applications.
- Effective customer service and communications skills including the ability to communicate clearly confidently and concisely in verbal and written formats and ability to work as part of a team exercising independence sound judgement and high ethical standards including maintaining confidentiality and discretion.
- Must be comfortable working in an environment where change in process/procedures is the norm.
- Demonstrated experience of taking initiative and being proactive while remaining flexible and resilient.
- Ability to cultivate and develop inclusive working relationships with students faculty staff and community members.
Preferred qualifications for the position include:
- Bachelors degree in health administration insurance communications or related field.
- Formal training in communications audit or project management.
- Experience in healthcare or insurance industry.
- Experience Lyris Marketing Cloud or other digital marketing solutions.
- Familiarity with CRMs like Salesforce..
