The Department of Economic Security Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Program Administrator with our Support Coordination Team. DDD provides individuals with developmental disabilities and their families services and supports that are flexible high quality and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decisionmaking and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement and cannot be employed or subcontracted by a DDD Qualified Vendor.
Essential Duties and Responsibilities include but are not limited to:
Through direct reports provides leadership direction and guidance to staff to effectively deliver on program standards initiatives and best practices. Enhancing the program through quality casefile reviews member employment opportunities policy and procedures and National Committee for Quality Assurance (NCQA) accreditation requirements to achieve a higher quality person centered program.
Conducts extensive and intensive research in support of program objectives. Identifies needs and solutions by analyzing data collected.
Provides leadership in developing new programs to effectively support the personcentered approach. Provides guidance on aspects of the program systems processes and procedures.
Writes detailed reports and documents. Drafts and post communications. Facilitates meetings with Division leaders and externally. Participates in meetings that discuss programmatic change and decision making.
Knowledge in:
ADOA and DES rules policies and procedures related to work assignment.
Contemporary program values models and technology for the care treatment and training of persons with DD in home and communitybased settings.
Etiology of DD and the proper role of special education rehabilitation social services and health and allied professionals in the support training and rehabilitation of persons with DD.
Principles and practices of management in large multitiered communitybased service delivery system.
Federal and State regulations governing the Title XIX Arizona Long Term Care System (AL TCS) and Arizona Health Care Cost Containment System (AHCCCS) requirements of state personnel/procurement rules and regulations.
National voluntary and governmental programmatic and administrative standards for DD services.
Skills In:
Prioritizing among conflicting needs and organizational skills with emphasis on follow through.
Effective leadership and effective interpersonal relations.
Effective oral and written communication to include public speaking.
Conflict Management and strong independent decision making.
Strong analytical strategic and problem solving.
Researching collecting and critically analyzing data and reports. Facilitating complex interdependent projects.
Ability to:
Plan initiate administer monitor and evaluate DD treatment and training programs.
Coordinate and administer a network of home and communitybased services to persons with DD through subordinate managers.
Establish and maintain effective working relationships/communication with diverse individuals and community groups such as members parents professionals elected officials the media and the public.
Manage a complex array of projects with rapidly shifting priorities and short deadlines.
Consistently exhibit above average skills in reading comprehension calculations negotiation delegations policy formulations and leadership.
The ideal candidate for this position will have:
Bachelors degree in social work and a minimum of three years of experience as a Program Manager.
A bachelors degree in behavioral or social science with a minimum of five years experience as a Program Manager.
Minimum three years of managerial experience in social service agency.
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to Drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R210201.11).
Successfully pass background and reference check; employment is contingent upon completion of the abovementioned process and the Agencys ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the LongTerm Disability (LTD) program after a 27week waiting period.
