Salary range is $70k to $165k with a midpoint of $115k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
Under general direction the Senior Financial Analyst provides financial planning and analysis services to the Agencys longterm system planning budgeting and financial modeling processes. Participates in development of shortterm and longterm forecasts costbenefit analysis and financial analysis on divisional and/or Agencywide issues. Performs at an expert level fully functional in all aspects of financial planning provides highly responsive and complex analysis strategic thinking and ad hoc project support to the Financial Planning & Analysis division in Finance.
ESSENTIAL FUNCTIONS:

- Builds collaborative relationships with assigned divisions and projects teams within the agency.
- Provides timely accurate and concise adhoc financial performance reporting; identifies and resolves financial and budgetary issues and problems for assigned divisions/projects.
- Prepares financial data to support financial review meetings; assists in the production of other budget and financial related reports or presentations as requested; and responds to requests for information and data for internal and external audiences.
- Develops shortterm and longterm financial analysis cash flow modeling present/future value analysis and complex financial models.
- Stays current on Sound Transit budget accounting overhead allocation methodologies reporting systems related tools and procedures as it relates to the analysts role.
- Develops tracks and reports out on division and relevant agency KPIs.
- Develops forecasts and variance analysis for Budget vs actuals and forecast vs actual.
- Supports the division in preparation of the annual proposed and adopted budget documents.
- Performs industry research to evaluate reporting alternatives.
- Reconciles differences between budget and accounting based reports to ensure integrity and consistency of financial information.
- Provides leadership and support to the FP&A Division as directed; serves on committees as assigned; prepares and presents reports and other correspondence as necessary; participates in professional group meetings; maintains awareness of emerging trends and developments in assigned areas of focus and incorporates into work processes as appropriate; ensures policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws Agency policies and procedures rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors degree in Finance Economics Business Administration Public Administration or closely related field and four years of experience in the areas of financial planning and analysis modeling and developing financial projections in assigned area of a medium to large organization preferably in transit operation or similar organization; OR an equivalent combination of education and experience.

- Preparing analyzing and providing strategic guidance on complex data and numerical computations and comprehensive reports.

- Applying advanced project management techniques and principles.
