Our Safety & System Assurance office is currently seeking a Senior Manager Safety Certification and Assurance to provide strategic leadership over Metrolinxs safety governance programs. This role is accountable and leads the design implementation and continuous improvement of system safety certification and governance frameworks that ensure enterprisewide conformance to regulatory obligations industry best practices and international safety standards. The Senior Manager advances safety maturity and supports sound riskinformed decisionmaking across the organization. This role will also provide oversight and guidance to internal partners and external regulators to align system safety practices with strategic objectives
What will I be doing
- Develop and lead the enterprise Safety Certification and Governance Program including policies standards processes and tools that align with ISO CSA CENELEC and Transport Canada requirements.
- Design and oversee an enterprisewide Safety Governance Program including frameworks for decisionmaking performance review escalation protocols and riskinformed planning across all levels of the organization.
- Lead the strategic integration of safety certification practices across the project lifecycle from design to construction and operations.
- Direct the delivery of safety risk assessments independent assurance reviews and structured audits.
- Govern the development and use of safety performance metrics including leading and lagging indicators.
- Establish enterprisewide safety certification requirements for new and modified systems assets and services ensuring alignment with operational readiness and risk mitigation goals.
- Promote a riskbased systemsthinking approach to safety governance and assurance that is proactive scalable and responsive.
- Build strong collaborative relationships with federal and provincial safety regulators to ensure transparency and proactive alignment with legislative and policy requirements.
- Lead the continuous improvement of safety certification and governance programs by integrating feedback risk insights and lessons learned.
- Provide leadership direction and mentorship to the Safety Certification and Assurance team fostering a culture of safety collaboration and high performance.
What Skills and Qualifications Do I Need
- Completion of a postgraduate degree in Safety Risk and/or Engineering.
- Demonstrated progressive experience in transit safety assurance safety risk management and/or safety governance.
- Understanding of the laws and regulations governing railway and transit systems in Canada in general and Ontario in particular is preferred.
- Deep knowledge of safety assurance policies procedures processes tools and training based on industry best practices.
- Deep knowledge of business improvement processes and performance analytics to direct the maintenance and testing of safety management system elements and to establish performance standards.
- Advanced understanding of EN 501261 EN 501262 EN 501263 EN 50128 and EN 50129.
- Advanced understanding of the Canadian Method for Risk Evaluation and Assessment (CMREA) for rail systems (or European equivalent).
- Knowledge of safety assurance including audits to oversee corporate compliance.
- Knowledge of safety risk management systems and processes to identify and mitigate safety risk.
- Leadership/senior level management oversight experience.
