The salary range shared below represents the minimum to the midpoint of the salary range. Candidates offered employment will be compensated based on skills work experience and education. This position will also qualify for a 14% Tax Sheltered Annuity (TSA) in addition to the base salary.

BASIC FUNCTION:
Oversee and manage special education and Limited English Proficiency (LEP) programs ensuring compliance with district state and federal regulations. Develop and implement plans to enhance program effectiveness supervise staff and coordinate professional development. Collaborate with administrators families and community organizations to support student achievement and address achievement gaps. Maintain program records evaluate staff manage budgets and foster innovative initiatives. This position requires continuous use of independent judgment. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the Student and Family Services department.
ESSENTIAL FUNCTIONS:
1. Facilitate and oversee all aspects of special education and Limited English Proficiency (LEP) programs and services in accordance with DMPS board policies and procedures goals and objectives Area Education Agency (AEA) rules and regulations Iowa Department of Education (IDOE) rules and regulations and federal laws and regulations.
2. Continuously monitor and assess effectiveness consistency and impact on student achievement of current and future special education and/or LEP services and programs.
3. Develop long and shortterm plans for district special education and LEP services in conjunction with other district administrators to ensure the orderly tailored and effective operation of programs.
4. Supervise and coordinate activities of Student Services Directors and their subordinates to ensure a cohesive and responsive model for serving students families and educators.
5. Refine and supervise implementation of the districts Lau language plan for service of LEP students.
6. In collaboration with Directors of Teaching & Learning direct districtwide professional staff development programs to ensure the knowledge of special education teachers and associates LEP teachers and associates regular education teachers and administrators as they work with students identified for relevant services.
7. Work directly with administrators to ensure appropriate programming for special education and LEP students.
8. Assist buildinglevel administrators and staff in implementing district policies procedures and programs.
9. Confer with families of special education and/or LEP students.
10. Interact with community organizations and agencies in the delivery of special education and/or LEP programming.
11. Evaluate special education administrators and specialists.
12. Facilitate ongoing reviews of system and campusspecific policies and procedures to ensure proper implementation of federal state and AEA regulations.
13. Maintain a working relationship with representatives of the AEA IDOE and U.S. Department of Education.
14. Oversee the maintenance of records to document and administer special education and LEP programs.
15. Encourage the development of innovative special education and LEP initiatives based on national trends and research.
16. Work directly with district administrators to systematically address achievement gaps and graduation rates for special education and LEP populations.
17. Maintain responsibility for special education and Title III budgets including fund allocations and fiscal arrangements with the AEA.
18. Work with Student Services Directors and other special education administrators to establish and aggressively monitor progress toward departmental goals and objectives.
19. Maintain proactive and supportive relationships with school administrators and central administrative staff.

HIRING SPECIFICATIONS:
Required Education and Experience:
- Masters degree in educational leadership or special education.
- Iowa Administration certification with Evaluator license.
- Three or more years of educational leadership experience.
Desired Education and Experience:
- Specialist or Doctorate degree in education or special education.
- Experience teaching special education or multilingual learners.
Knowledge Skills and Abilities:
- Experience with leadership supervision and evaluation of staff.
- Knowledge of current educational research relative to special education and multilingual learners.
- Knowledge of PreK12 educational programs
- Proficiency in analyzing and communicating data.
- Strong oral and written communication skills.
- Competence working in a culturally diverse environment or the willingness to attain these skills.
