Introduction

THIS IS A NEW ASSEMBLEDEXAMINATION. The eligible list resulting from thisexamination will cancel any existing list and may last approximately one yearbut can be extended.

Supplemental Questionnaire: A properly completedSupplemental Questionnaire must be submitted with each and Supplemental Questionnaires must be in the possession of theHuman Resource Services Department by 5:00 p.m. on the Last Day forFiling. ALAMEDACOUNTY HEALTH

  • The Behavioral Health Department provides mental health and substance use services for people with MediCal and without insurance and supports people along their path to wellness recovery and resilience.
  • The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
  • The Public Health Department focuses on community and populationlevel health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.
  • Alameda County Health also provides services through Housing and Homelessness Services Emergency Medical Services Agency HealthPAC and Healthy Schools and Communities.

PUBLICHEALTH DEPARTMENT

As part of Alameda County Health the Public Health Departmentworks in partnership with our local communities to ensure the optimal healthand wellbeing of all people. We monitor health status and service deliveryprevent disease mobilize communities conduct outreach and promote healthpolicy and education. We actively seek partnerships and engage with thecommunity to improve community health through a dynamic and responsive processthat respects diversity addresses health equity and challenges us to providefor present and future generations.

We are nurses doctorscommunity psychologists epidemiologists dentists medical social workersphysical and occupational therapists dietitians outreach workers healtheducators program managers and prehospital care coordinators.

THE POSITION

Under direction to conduct communicable disease case finding investigations to arrange for the examination treatment and surveillance/reporting of persons having had communicable disease contacts; to counsel communicable disease patients on their responsibilities to the public to provide support in the delivery of communicable disease related services in a clinical setting and to encourage compliance with the provisions of Public Health laws; and to do related work as required.

IDEAL CANDIDATE

In addition to meeting the minimum qualifications for this position the ideal candidate will demonstrate the following key attributes:

  • Experience in communicable disease investigation within a local or state public health agency.
  • Strong knowledge of symptoms laboratory test interpretation risk factors transmission patterns prevention and treatment of HIV STDs and other communicable diseases.
  • Proficient investigative skills including gathering and analyzing information to identify potential sources of disease acquisition and transmission.
  • Ability to accurately interpret and document clinical information.
  • Experience utilizing computerized data systems or electronic tools for disease surveillance.
  • Excellent written and verbal communication skills with the ability to convey medical and procedural information effectively to clients and healthcare professionals.
  • Highly organized detailoriented and capable of multitasking in both office and field settings.
  • Strong interviewing skills including obtaining sensitive health and behavioral information such as sexual history and risk factors.
  • Commitment to maintaining confidentiality in investigations and client services.
  • Ability to establish and maintain professional relationships with medical providers.
  • Comfort in discussing sensitive and historically stigmatized topics such as sexual risk behavior and substance use with cultural competency and empathy.
  • Understanding and application of public health procedures and regulations.
  • Ability to remain composed and perform effectively under pressure during public health emergencies or crises.
  • Teamoriented mindset with a collaborative approach to work.
  • Experience working with diverse populations including individuals with unstable contact information those experiencing homelessness people who use substances and formerly incarcerated individuals.
  • Ability to conduct community outreach and develop relationships with healthcare providers.
  • Knowledge of proper specimen handling and dropoff procedures for the Alameda County Public Health Laboratory.

MINIMUM QUALIFICATIONS

Experience:

The equivalent of one year of experience in the public health investigation field or in a comparable capacity providing investigative or social services to the public.

Education:

The equivalent of a high school diploma or GED.

AND

License:

Possession of a valid California Motor Vehicle Operators license.

Special Requirement: Work hours may include evenings and weekends.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

  • Functions of a local public health agency as related to the discovery and control of communicable disease.
  • Principle and practices of disease investigations.

EXAMINATION COMPONENTS

THEEXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of candidates Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
  3. An oral interview which will be weighted as 100 % of the candidates final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THISEXAMINATION.
