Job Location: Ashburn VA or Richardson TX or Plano TX

Job Schedule: 9/80: Employees work 9 out of every 14 days totaling 80 hours worked and have every other Friday off

Job Description:

The Lead Subcontracts Manager is an essential member of the ADG Subcontracts / Supply Chain Management team. The Subcontract Manager is responsible for managing endtoend lifecycle of subcontracts and is responsible for solicitations fact finding sourcing documentation negotiations cost/price analysis terms and conditions negotiations and subcontract execution. This experienced senior professional brings strong knowledge of job area and broad knowledge of project management. Experience managing complex projects or processes. Communicates within and outside (e.g. customers vendors engineering etc.) of own function to gain cooperation on operational processes practices and procedures. Explains interprets and gains cooperation on policies procedures and practice. Makes impactful improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results. The Subcontracts Manager is the point of contact between suppliers and program teams and provides all contractual direction.

Essential Functions:

  • Supply market analysis solicitations fact finding & source selection
  • Management of Suppliers to meet all PO requirements including cost schedule quality and ADG requirements as well as risk mitigation steps
  • Management and reporting of major subcontracts to leadership teams
  • Perform Cost/Price Analysis develop negotiation strategies lead negotiations
  • Terms and Conditions Negotiations
  • Statement of Work Evaluation
  • Proposal factfinding and analysis
  • Award and execute contracts and contract modifications.
  • Manage supplier performance and scorecards

Qualifications:

  • Bachelors Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree minimum of 13 years of prior related experience.

Preferred Additional Skills:

  • Experience with various program lifecycles (development production)
  • Holds an active clearance or has the ability to obtain a Secret Clearance
  • Experience with L3Harris Systems Policies & Procedures
  • PeopleSoft Control (Cincom) experience
  • Experience contracting with various different contract types (FFP FPIF T&M CPFF CPIF)
  • PMP CPCM or CPSM Certified
  • Working knowledge of FAR/DFARs
  • Experience managing major subcontracts in support of government program(s)
  • Excellent negotiation skills
  • Contracting knowledge and experience
  • Advanced Excel and PowerPoint skills
  • Experience with multiple subcontract types such as FFP CostPlus type contracts T&M etc.
  • Demonstrated leadership of crossfunctional teams
  • Extensive Supplier Management Skills
  • Ability to work in a fastpaced and/or in an ambiguous environment
