JOB DUTIES:

This position is located in theLiquor Enforcement Division Lakewood Office and is responsible to fulfill the statutory responsibility to administer and enforce Colorados tobacco laws in a consistent and commonsense manner. This position exists to serve and protect the Colorado public and to foster a clean healthy community in compliance with retail sales of tobacco and nicotine products. This position will assist in fostering relationships and joint compliance check operations with local licensing authorities who have an existing tobacco retail licensing and compliance program in place.


Liquor Tobacco and Criminal Code Investigations

  • Plans and conducts investigations and followup investigations of alleged tobacco code complaints with the assigned area of responsibility.
  • Conducts routine and followup inspections of tobacco retail businesses located in the State of Colorado.
  • Conducts undercover investigations in tobacco licensed establishments to prevent and discourage sales to underage persons.
  • Coordinates tobacco compliance operations with minor operatives ensuring the safety of the minor operative.
  • Interview witnesses suspects complainants and the general public to detect discover and obtain additional information or evidence related to the investigation.
  • Knowledge of the Colorado Liquor and Tobacco statutes and regulations and the ability to apply this knowledge to investigative efforts.
  • Submits comprehensive narrative reports of investigations and compliance activities to recommend cases for administrative action or resolution.
  • Determines which action is warranted upon the conclusion of the compliance investigation consistent with the category of violation level of severity and associated penalty ranges for those violations outlined in 47603.
  • Testifies in criminal and administrative proceedings as required.
  • Submits weekly inspections compliance statistics and documented work activities.
  • Assists Criminal Investigators with duties surrounding liquor inspections or compliance checks as well as report writing or statistical reporting.
  • Conducts other duties as assigned by the Appointing Authority or supervisor.

Stakeholder Outreach

  • Works with businesses in the industry to encourage complianceprevent problemsand complaintsand provide guidance on regulatory requirements.
  • Educates and trains local licensing authorities general public Licensees and other law enforcement agencies on the statues and regulations governing the tobacco/nicotine industries.
  • Interacts with law enforcement agencies local licensing authorities local and state public health officials. District Attorney Offices tobacco/nicotine licensees and the general public on a daily basis to exchange or collect information.
  • Presents a professional appearance and demeanor when interacting with stakeholders and is able to communicate effectively with various audiences.
  • Interviews witnesses suspects complainants and the general public to detect issues discover information and identify problems and/or violations.

Training and OnGoing Professional Development

  • Educates and trains law enforcement local licensing authorities general public public health partners and other law enforcement agencies on statues and governing the tobacco/nicotine industries.
  • Works with businesses in the industry to prevent problems and complaints and advises owners and operators on how to correct various problems that arise in their establishments.

MINIMUM QUALIFICATIONS:
Experience Only:

Five (5) years of relevantexperience in professional criminal or compliance investigative experience in a regulatory environment.


OR


Education and Experience:

A combination of related education and/or relevant experience professional criminal or compliance investigative experience in a regulatory environment equal to five (5) years.

Preferred Qualifications:
The following preferred experience(s) competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
  • Outstanding candidates will have recent experience with: investigations involving compliance reporting or criminal activities interview techniques interpreting and applying statutes.
  • Experience conducting due diligence investigations in a regulatory environment on companies and/or people to determine suitability for licensure.
  • Experience interpreting and applying statutes and regulations.
  • Proficiency in the Microsoft Office Suite/Google suites.
  • Excellent oral and written communication and interpersonal skills.

Conditions of Employment:
  • Must possess and maintain a valid Colorado drivers license (at the time of application.)
  • Must be 21 years of age or older for this position.
  • Must be able to pass a background check.
  • Candidate may be required to pass a PreEmployment Drug Screen.
  • Travel is required as needed.

Conditions of Employment with theCDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.


As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a preemployment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
