Job Summary:

Reporting to the Finance & Accounting Administrator this position is responsible for supervising a staff of professionals and ensures that established principles theories concepts and practices are applied.

This position may offer the ability to work remotely in Arizona to include inoffice hoteling based on the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Reporting to the Finance & Accounting Administrator this position is responsible for supervising a staff of professionals and ensures that established principles theories concepts and practices are applied.

Directs instructs supervises advises and evaluates the work product and work in progress of staff initiating changes as needed; resolves problems and questions of subordinates and customers in all areas of their duties following federal and state regulation. Serves as the liaison to ADOA GAO and other State Agencies.
Retrieves and analyzes data from automated systems essential to the operations of the Office including data needed for external and internal auditing purposes reconciliations OSPB and JLBC reports closeout and final reports.
Monitors and reviews revenue and expenses for the entire agency and performs reconciliations reviews expenditures for proper allocation ensures expenditures do not exceed funds available and are used appropriately.
Establishes and maintains work standards procedures methods and rules within the Finance & Accounting Division. This includes improvement to processes involving the internal automated systems including the Arizona Financial Management System AZ360 / AFIS InfoAdvantage and other systems.
Prepares and reviews billings and complex expenditure allocations; monitors and initiates appropriate actions regarding cash management; reviews and approves routine journal entries; prepares the yearend closing package; manages directs and initiates routine accounting related projects.
Other duties as assigned.

Knowledge Skills & Abilities (KSAs):

Knowledge
Accounting and computer programs including:
o Arizona Financial Management System (AZ360) Minimum two (2) years experience;
o Microsoft Office Flowcharting Workload measurement;
o Generally Accepted Accounting Principles.
Government fund accounting concepts principles methods and techniques.
Knowledge of State Accounting structures and principles required to maintain all aspects of maintenance of profiles program cost accounts grants projects and indexes.
Nonprofit organization accounting requirements.
Considerable knowledge of the State of Arizona principles and practices of general ledger and accounting. Internal controls and auditing procedures.
Financial management.
Budgeting principles especially as it pertains to the State of Arizona budgeting processes.
Fund accounting; forecasting and trending techniques; creation and analysis of cash flow proformas.
State purchasing and procurement procedures.
Federal and state rules and regulations with respect to accounting management and budget.
Loan servicing and legal documentation requirements for the loan of state and federal dollars.
Management and supervision practices.
Arizona Management System concepts and practices.
