As the Permits & Compliance Manager at Hamilton County you will lead the Permit & Compliance Section within Environmental Services overseeing staff and ensuring adherence to state and federal environmental regulations. You will manage permitting inspections and enforcement programs while maintaining critical compliance databases. This role also involves coordinating with regulatory agencies reviewing permit applications and promoting public awareness of environmental initiatives. Summary of Job Duties: - Manages the Permit and Compliance Section of Environmental Services and provides oversight to agency staff (i.e. supervises staff in performance of job duties and responsibilities assigns tasks; sets deadlines; evaluates performance; interviews job applicants and recommends hire; trains new employees; recommends discipline as needed; determines employee work schedules according to agency priorities etc.); prepares long and short term budget analysis; counsels and directs staff regarding proper agency policies and procedures.
- Ensures compliance with state and federal contractual requirements for the permitting and compliance program; reviews and makes recommendations for state and federal contracts during negotiation periods; prepares detailed reports demonstrating compliance with state and federal contract requirements.
- Reviews and evaluates permit applications in coordination with other regulatory agencies to ensure compliance with state and federal Environmental Protection Agency regulations; prepares detailed emission calculations and studies; performs other related field work as required.
- Coordinates agencys facility inspection compliance and complaint response programs including stack testing and asbestos programs; reviews inspection and complaint reports for completeness; schedules facility inspections in compliance with state and USEPA contractual requirements; reviews facility inspections and complaints for potential compliance issues and determines appropriate followup; tracks status and completion of inspections and enforcement actions and ensures compliance with state and federal inspection deadlines. Assist with directing the agency civil and criminal enforcement program; assisting with coordinating environmental compliance and enforcement activities with other government agencies.
- Develops and maintains database applications; develops table structure queries reports and user interface in support of the agencies Regional fee program complaint database and other permit related database applications; provides applications training for the department; administers and maintains applicable state systems and database applications.
- Promotes public awareness; serves as liaison between agency and other regulatory agencies industrial managers general public federal state and local government officials and news media.
- Participates in the development and modification of department policies and procedures; assists in preparing longterm projections and recommendations concerning the commitment of resources.
- Attend training as needed or required.
- Perform other related duties as required or assigned.
- Demonstrate regular and predictable attendance.
Qualifications - Bachelors Degree in Environmental Engineering or Science which includes Engineering Technology PhysicalChemistry Biological Sciences and advanced mathematics or related field
- (5) Five years experience in environmental sciences environmental policy or business administration or a closely related field
- 8 years experience in the air quality field
- and/or equivalent combinations of education and experience which indicates a thorough knowledge of the Code of Federal Regulations Ohio Administrative Code Ohio Revised Code complex manufacturing and production operations inspection techniques and advanced knowledge of management concepts
- must have a valid Drivers License issued by the state of residency
