SUMMARY
This is professional technical and resource work in the administration implementation planning developing and developing of housing and community development activities.
Positions allocated to this classification report to a designated supervisor and perform work with considerable latitude for discretion and the exercise of professional judgment working under limited supervision.
Work in this class is distinguished from other classes by its emphasis on overseeing planning and coordinating affordable housing and community development program activities including but not limited to: City of Gainesville Affordable Housing Initiatives Community Development Block Grant (CDBG) Home Investment Partnership (HOME) and State Housing Initiatives Program (SHIP).

ESSENTIAL JOB FUNCTIONS
Monitors and evaluates compliance with grant program activities funded through federal state and local grant programs.
Prepare required reports and maintain appropriate records of current and future agreements to ensure compliance.
Performs audit fieldwork that typically involve complex policies and procedures requiring interdisciplinary skills and broad knowledge of the diverse program rules and databases.
Performs data analysis runs queries conducts interviews reviews document reviews standard operating procedures and reads and evaluates reports
Develops concise and professional reports for senior management which summarizes the data the scope of review findings/corrective actions and observations/recommendations.
Develops appropriate corrective actions/recommendations and solicits adequate and timely response to audit findings/observations. Conducts followup audits to determine that corrective actions/recommendations have been implemented.
Serves as the first point of contact for Housing & Community Development visitors either facetoface via the main HCD phone line or via the internet.
Utilizes skill and empathy to evaluate visitors needs guide them in the appropriate direction eliminate red tape and hurdles and ensure that each visitor has a positive experience
Answers visitors questions provide direction and information and followsup on all visitor requests and complaints efficiently and expeditiously utilizing digital tracking and assessment tools.
Utilizing knowledge of general government departments and City policies acts as a problemsolver on behalf of our visitors; coordinating efforts with appropriate City departments to obtain necessary information as needed...
May research recommend design deliver and monitor innovative and strategic service and process changes that will improve efficiency and responsiveness to our visitors needs while increasing our visitors confidence in our organization.
Prepares and maintains records logs periodic and adhoc reports presentations and metrics related to customer service activities and citizencentered housing initiatives.
Provide support to the Affordable Housing Advisory Committee (AHAC) and Citizen Advisory Committee for Community Development (CACCD).
Applies specialized knowledge to coordinate the Citys efforts to improve the housing stock and increase the supply of affordable housing.
Formulates policies and procedures designed to achieve affordable housing and community development objectives.
Promotes accomplishments of City of Gainesville affordable housing initiatives through speaking and working with community groups advisory boards organizations general public and City Commission.
Markets the citys affordable housing programs to developers builders prospective borrowers community groups nonprofit organizations and other interested parties.
Attend stakeholder meetings housing fairs festivals neighborhood meetings and providing written materials and photographs to support the Citys affordable housing objectives.
Attends work on continuous and regular basis.
NONESSENTIAL JOB FUNCTIONS
May attend meetings and/or act in the absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor degree from an accredited college or university with major course work in business administration planning or a related field and other field related to housing and community development; and a minimum of three (3) years specialized experience developing and implementing affordable housing programs including community land trusts inclusionary zoning rental and/or housing development programs; or an equivalent combination of education training and experience which provide the required knowledge skills and abilities.

Licenses
Valid Florida Driver License required.

KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of: municipal administrative and financial management principles practices and procedures.
Knowledge of federal state and local grant monies such as City of Gainesville Affordable Housing Programs Community Development Block Grant (CDBG) Program HOME Investment Partnership Program State Housing Initiative Partnership (SHIP) Program or other similar grant programs.
Thorough knowledge of personal computers Microsoft Office Suite and relevant department software.
Thorough knowledge of governmental budget procedures and the ability to analyze financial transactions prepare reports and maintain accurate records.
Ability to work with diverse stakeholder groups to develop or amend affordable housing policy.
Strong organizational skills with the ability to handle multiple priorities organize tasks plan time meet deadlines and maintain detailed and accurate records
Ability to read comprehend interpret and apply grant regulations and proposal guidelines.
Ability to plan develop and coordinate compliance activities for grant funded programs.
Ability to conduct research and analytical activities and participate in complex studies to analyze information and to formulate recommendations.
Ability to carry planning assignments to completion through the formulation of creative planning solutions.
Ability to analyze and systematically compile technical and statistical information and to prepare technical reports.
Ability to work independently and as a member of a team; manage and prioritize projects effectively to meet proposal and reporting deadlines.
Ability to establish and maintain effective working relationships with City departments boards commissions public officials private contractors and the general public.
Ability to prepare and present oral and written reports.
Ability to handle multiple and diverse work assignments and creatively solve problems.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job the employee is regularly required to sit for prolonged periods of time.
While performing work it may be required to walk on uneven and rough terrain; and enter abandoned vacant structures.
WORK ENVIRONMENT
May be required to work and attend meetings outside regular business hours.
Work may require performance of tasks outdoors under varying climatic conditions.
