Position Overview
The Division of Mental Health is seeking to hire a Medical Director for the Elgin Mental Health Center located in Elgin Illinois. Serves as the Facility Medical Director with full responsibility for the administration of medical/clinical and psychiatric care services provided by licensed medical staff. Plans develops administers and evaluates medical/clinical and psychiatric service care programs and services and the establishment and measurement of standards for services provided to patients including Radiology Electroencephalogram/Electrocardiogram (EEG/EKG) Laboratory and contracted clinical services. Plans administers and evaluates the development and implementation of policies and directives and the recruitment and retention of medical staff personnel. Serves as an active highranking member of key facility management and treatment committees including the Hospital Executive Committee. Serves as a full line supervisor to lowerlevel staff.
Essential Functions
Serves as the Facility Medical Director with full responsibility for the administration of medical/clinical and psychiatric care services provided by licensed medical staff.
Serves as fullline supervisor.
Plans administers and evaluates the development and implementation of policies and directives and the recruitment and retention of medical staff personnel.
Serves as an active highranking member of key facility management and treatment committees including the Hospital Executive Committee.
Consults and confers with a variety of outside sources on behalf of the facility and patients such as other medical facilities Coroners Office other local city and state agencies.
Serves as Chairperson of the Facility Medical Staff Organization.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
Requires a valid State of Illinois Physician and Surgeon License.
Requires an American Board Certification in the jobrelated medical specialty of psychiatry.
Requires three (3) years of substantive medical administrative experience in the directing planning and evaluating a medical/clinical program.
Preferred Qualifications
Two (2) years of professional experience working with professional health services disciplines and program support functions which must be coordinated in administering a comprehensive medical health program.
Two (2) years of professional experience managing and evaluating the delivery of medical care treatment and services.
Two (2) years of professional experience supervising staff in the medical field as well as other medical professionals.
Two (2) years of professional experience recommending changes to medical service programs.
Two (2) years of professional experience providing technical medical training and assistance to internal and/or external stakeholders.
Two (2) years of professional experience communicating with both internal and/or external stakeholders daily on medical services.
Two (2) years of professional experience performing quality assurance assessments on medical services and treatments provided to patients and/or individuals.
Two (2) years of professional experience as a physician working with concepts and practices in psychiatry medicine.
Two (2) years of professional experience investigating and reporting on incidents.
Conditions of Employment
Requires ability to pass the IDHS background check.
Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
Requires the possession of a valid Illinois Controlled Substance License.
Requires the possession of a valid United States Drug Enforcement Administration Certificate of Registration.
Requires the ability to meet the requirements of and be appointed to the medical staff association of Elgin Mental Health Center within 30 days of employment.
Requires the ability to travel in the performance of job duties.
Requires the ability to walk and stand for a significant period of time including stooping bending lifting or exerting up to 20 pounds of force occasionally.
Requires the ability to participate in patient management interventions that may include participating in restraint interventions.
Requires the ability to maintain current Basic Life Support Certification.
Requires the ability to testify in court.
Requires the ability to serve as Medical Officer of the Day (MOD) after business hours weekends and holidays in case of emergency.
This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509) Fines and penalties apply to untimely filings.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive fouryear terms at the Director of the Department of Human Servicess discretion.
