POSITION DESCRIPTION

Manage the planning scheduling costs safety quality and technical field support for the installation of project and maintenance work activities on multiple multimilliondollar projects to meet or exceed customers expectations

Serve as a member of the project team and design review board for each project from inception to closeout and ensure the highest quality most economical timely and practical design and construction product possible. Coordinate construction outage schedules cost controls priorities and planning with project management and plant schedulers to achieve successful project implementation. Resolve substantial quality control and quality assurance issues and recommend corrective action if necessary. Coordinate with Design Engineering for scheduling of complex design outputs and provides design with necessary input to resolve design changes and improve constructability. Promote increased productivity and safe work practices with the intent of maximizing use of resources and eliminating injuries. Foster a team concept when interfacing with Operations the Department of Energy other department and divisions and attend scheduled and unscheduled meetings provide reports status on construction activity and identify address and resolve complex problems. Review and approves job plans permits material requisitions for capital expenditures schedules / schedule changes and miscellaneous other documents ensuring accuracy practicality economics and impact on other projects. Manage a staff of personnel assigned to capital projects and maintenance activities and attending to their development training evaluations evaluations career progression and problems. Identify and act on engineering and material restraints to critical jobs through meetings discussions reports and verifies that proper tools are in place to clear restraints.

EDUCATION REQUIREMENTS

Bachelors degree in a technical discipline and 11 13 years of practical experience in construction. Indepth knowledge of construction cost and scheduling subcontractadministration and the ability to develop or evaluate construction strategies and techniques.

An associates degree and 13 15 years of practical experience would be considered equivalent.

A high school diploma and 15 18 years of practical experience would be considered equivalent.


MINIMUM QUALIFICATIONS

  • Ability to work in a diverse work environment
  • Satisfactory results of a preemployment screening which includes a background check and drug screening.
  • Ability to fulfill and promote L&A core values.
  • Possesses strong personal computer skills.
  • Candidate must be able to obtain and maintain a DOE Q security clearance.
  • A comprehensive knowledge and understanding of project management and project planning at the tactical level
  • Knowledge of operations maintenance or project startup and construction management and construction subcontracts.
  • Thorough knowledge of the principles and methods of multiple engineering disciplines including design and construction in addition to business disciplines such as procurement planning scheduling cost/budget control.
  • Knowledge of DOE Orders and Regulations as well as industry codes and standards with emphasis National Environmental Policy Act Resource Conservation and Recovery Act ComprehensiveEnvironmental Response and Compensation and Liability Act.
  • Understanding of work hazards safety programs environmental law legal and business concepts is mandatory

DESIRED QUALIFICATIONS

  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
  • Experience utilizing EVMS on DOE or NNSA projects.
  • Experience working with DOE/NNSA customers
  • Project experience utilizing DOE 413.3 guidelines.
  • Previous SRS site experience preferred.

PF81 Evaluation Criteria:

Price and Cost to Company: 20%
Technical Acceptability: 10%
Availability & Qualifications of Personnel: 70%
Prior experience as a Project Manager for major Engineering Procurement Construction (EPC) project subject to DOE Order 413.3B Program and Project Management for the acquisition of
Capital Assets. 35%
Prior DOE NNSA or SRS/SRNS Experience 25%
Availability of candidate to mobilize and begin execution of the duties of the position.10%

Duration of the Contract: 1 year 2 option renewal years

Estimates Hours Per Year: 2080 ST / 300 OT

Anticipated Work Schedule: 630 am 5:00 pm MThu

Onsite or Remote Onsite. Local candidates or willing to relocate at the candidates expense.
