Description
The Export Compliance Manager is part of the Research Integrity & Compliance (RIC) team at Vanderbilt University and is a key individual contributor responsible for managing the Vanderbilt University Export Compliance Program. Operating with a high degree of autonomy and exercising independent judgment this position is responsible for implementing overall procedures and protocols to ensure compliance with all applicable export control laws regulations and institutional policy. In addition the Export Compliance Manager will serve as a team member to support research security for the university. Reporting directly to the Assistant Provost for Research Integrity and Compliance the Export Compliance Manager frequently partners with faculty Sponsored Programs Administration (SPA) the Office of the General Counsel (OGC) and Vanderbilt University Information Technology (VUIT).
Research Integrity and Compliance within the Office of the Vice Provost for Research and Innovation (OVPRI) oversees the VU Human Research Protections the Export Compliance and the Research Security programs. RIC coordinates with a network of offices and schools to help faculty students and staff meet regulatory legal and ethical obligations that accompany research. The office is guided by the Research Integrity and Compliance Committee which helps ensure that compliance programs serve to advance research.
The goal of the OVPRI is to promote Vanderbilts distinctive research culture which aspires to improve the human condition through pathbreaking discovery and innovation. The office develops strategies and provides services to enhance extramural support for research and its application to significant challenges advance a cohesive and vibrant transinstitutional research agenda and build strategic partnerships around shared priorities.
Duties and Responsibilities
  • Assess export compliance with organizational policies and regulatory requirements including identifying the applicable regulations exemptions and exclusions; and conducting comprehensive detailed analyses of complex regulations
  • Monitor federal regulatory compliance environment and maintain export control policies and procedures in accordance with changes in federal regulations
  • Establish and maintain project Technology Control Plans and Facility Access Plans and monitor for adherence to approved plans
  • Evaluate export control issues including international travel screening all H1B visa applicants for deemed export reviews of relevant Material Transfer Agreements and guidance for international shipments
  • Communicate complex concepts and requirements verbally and in writing to individuals at all organizational levels making presentations to large and small groups
  • Develop and deliver ongoing training programs for faculty students and staff on export control topics such as ITAR EAR OFAC and international travel
  • Initiate and execute regular program improvements to reflect best practices and maximize efficiency
  • Train and coordinate with other Research Integrity & Compliance team members on export compliance
  • Collaborate with the RIC team on Research Security which overlaps with the Export Compliance Program
  • Serve as a team member to support research compliance across the university including projects related to research security and efforts to minimize administrative burden for investigators and research staff
  • Work effectively and collaboratively with diverse stakeholders
  • Maintain confidentiality of sensitive information and follow best practices for documentation and recordkeeping
  • Develop relationships with peer institutions and participates in professional organizations to stay up to date with changes in universityfocused compliance best practices

Qualifications

  • A Bachelors degree from an accredited institution of higher education or an equivalent combination of education relevant military experience and relevant skills is required.
  • Three years of experience working with export control programs at a university research organization and federal agency or in industry is necessary.
  • Experience creating training materials and presenting training programs and information is necessary.
  • Experience understanding the interaction of export control regulations with sponsored research is strongly preferred.
  • Experience or skill with NIST 800171 requirement is preferred.
  • Exceptional writing and verbal communication skills are required as is superior ability to address sensitive topics with empathy and a commitment to inclusivity.
  • Demonstrate a high level of professionalism diplomacy discretion and tact in all work efforts.
  • Reflect experience in collaborative project management independently setting and reaching goals and gathering and organizing information.
  • Project a high degree of intelligence energy and imagination and have an outstanding work ethic and personal enthusiasm for the mission of Vanderbilt University as well as a genuine commitment to the advancement of science and education.
