Summary
The Solid Waste Division (SWD) is looking for a Supervising Engineer who will lead the Cedar Hills Regional Landfill (CHRLF) engineering and design efforts the environmental engineering and geology work and environmental permit compliance in the final decades leading up to closing of CHRLF and the work that will be done post closure. This position supervises a team of 10 dedicated professionals who oversee project engineering project management operational support environmental compliance and landfill design through multiple consultants for CHRLF.
About this Role:
As SWD comes into the development of the final cell for CHRLF you will provide oversight direction and support to your team who are subject matter experts for the design and construction of over a dozen concurrent projects valued at $500M within a sevenyear time window. In addition your team will provide engineering and project management for capital improvement projects in the $750K to $1M range as well as operational engineering support for landfill gas systems wastewater systems groundwater monitoring networks and daily landfill placement systems. Your team also provides the implementation for and reporting of environmental regulatory rules that apply to CHRLF.
This position performs work both remotely and onsite.
About the Team:
The Facility Engineering and Science Section (FESS) is a critical member of the King County Solid Waste Division (SWD) team. Our engineers and scientists support a variety of largescale programs and projects within SWD. FESS is a dynamic team committed to safety environmental stewardship and providing critical services to the residents and businesses of King County. Our team consists of civil mechanical chemical and environmental engineers geologists environmental scientists operational technology systems engineers IT systems architects project managers CAD/BIM professionals as well as surveyors and asset managers. To learn more about the SWD visit Countys CHRLF team is on the leading edge of landfill work within the U.S. working to address future requirements for PFAS removal from leachate control of heavy metals in leachate and emissions developing new methods for emissions reductions researching new cover systems for final cover design and development of improved gas collection systems under a unique contracting mechanism assessing and implementing new groundwater monitoring well networks in addition to one of the largest surges in capital improvements implementation in SWDs history.

Job Duties
What You Will Be Doing:
- Full scope of supervisory responsibilities such as recruitment performance appraisal progressive discipline coaching and mentoring.
- Supervise and direct the creation and management of project and program schedules to identify resourcing necessary to implement work assigned to the CHRLF Unit.
- Supervise and direct the review of engineers estimates engineering reports 30% 60% 90% and 100% consultant design plans and specifications for invitations to bid and other technical reports necessary for the implementation of SWDs CIP program.
- Supervise and direct the all phases for selection and management of consultant construction technical services goods and services and work order contracts.
- Act as the resident landfill design expert for evaluation and analysis of complex multidimensional sensitive and political issues as well as environmental regulatory requirements for CHRLF.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Experience in (35 years desired) design construction and operation of landfills leading teams all phases of a capital improvement project working with consultants construction technical services and work order contracting and a bachelors degree in engineering geology chemistry
OROther educational background and experience that provide you with the skills and knowledge to effectively carry out the responsibilities of this position.
- Knowledge of environmental permitting and compliance regulations for landfills
- Skill in managing scheduling and resourcing a portfolio of projects in various stages of development
- Experience with collective labor agreements.

- Licensed Professional Engineer or Licensed Professional Geologist
- Experience with gas processing plant operations.
- Experience in wastewater design.
- Supervisory experience in a governmental organization
- PM experience in a governmental organization
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:Employees in this role will have onsite reporting requirements typically three to four days per week and work remotely from a home location the other days. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be Cedar Hills Regional Landfill including the collaboration space at King Street Center (201 S. Jackson St Seattle WA 98104).
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
- Work Schedule: This fulltime position works a 40hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
- Union Representation: This position is represented by Protec Local 17.
