This position is with the Eaton Public Works Department.
STATEMENT OF PURPOSE
The Wastewater Operator in Responsible Charged (ORC) position is responsible for planning coordinating supervising and reviewing the activities involved in the operation maintenance and capital planning of the Towns wastewater treatment facility and wastewater collection system.
ESSENTIAL FUNCTIONS

Leads staff and performs a variety of construction maintenance repair testing and reporting assignments common to wastewater treatment and collection.
Ensures adequate planning for the division to provide proper and efficient operations and comply with government agency regulations anticipate growth and for ongoing cost effectiveness.
Interprets data and makes corrections in the plants operations to maintain discharge standards set by the Colorado Department of Public Health and Environment and Environmental Protection Agency.
Ensures the preliminary treatment secondary treatment (activated sludge) ultraviolet light for disinfection sludge thickening and water reclamation processes comply with Town State and Federal requirements.
Ensures that operational control tests to check overall plant efficiency are used to maintain discharge regulations in compliance with the Colorado Department of Public Health and Environment and Environmental Protection Agency.
Provides professional advice on issues. Makes recommendations to the Public Works Director to ensure proper and efficient operation of the division.
Assists in the preparation of the annual divisional budget. Assists in forecasting the necessary funds for materials supplies and capital improvement projects. Submits budget recommendations and justifications. Monitors controls and approves expenditures within established guidelines.
Develops and implements policies procedures and standards for efficient and effective operation and maintenance of operations.
Coordinates activities of the division with those of other Town divisions and departments.
Inspects buildings grounds and equipment for conformance to safety standards and security requirements. Identifies problem areas within system and implements actions to correct problem areas. Ensures problems are reported to management and corrected in a timely and effective manner.
Responds to inquiries complaints and requests for information from residents employees and other agencies. Escalates matters to supervisor when appropriate.
Reviews plans and specifications for contract work and inspections performed to meet compliance standards.
Participates in Public Works oncall rotation and in Town snow removal when required.
Performs other duties as required and necessary to ensure the success of the organization.
SUPERVISION
Directly manages the Wastewater Operator in accordance with the Towns policies and applicable laws. Responsibilities include interviewing hiring and training employees planning assigning and directing work including goal and direction setting coaching appraising performance rewarding and disciplining employees addressing complaints and resolving problems.
KNOWLEDGE SKILLS and ABILITY
Ability to consistently promote work and act in a manner that supports the Towns vision mission and values.
Demonstrates thorough understanding of all current wastewater regulations as well as discharge permit requirements of Eatons Wastewater Treatment Facility.
Knowledge of the methods equipment materials and practices used in the construction maintenance and repair of wastewater collection systems.
Knowledge of safety practices and standards related to the operation of wastewater collection and confined spaces.
Knowledge of the principles and practices of management including organizational development budgeting employee supervision and training.
Skill in developing monitoring and maintaining division budgets.
Ability to supervise direct and train employees.
Ability to interpret explain and enforce department and safety policies and procedures.
Ability to establish and maintain effective working relationships with Town employees management other agencies and the general public.
Ability to analyze problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of goals.
Ability to interpret understand and comply with complex statutes ordinances
Ability to interpret understand and comply with complex statutes ordinances regulations standards and laws.
High School Diploma or General Education Diploma (GED) equivalent is required.
Completion of College coursework or degree in watershed science environmental science biology chemistry or closely related field of study is preferred.
Experience
Three (3) years of experience in wastewater treatment and/or wastewater collections operations is required.
Experience in activated sludge type treatment system is preferred.
An equivalent combination of education and/or experience may be substituted on a year for year basis. There is no substitute for the required licenses and certifications.
Possession of State of Colorado Class B Wastewater Plant Operators and Level II Wastewater Collections Certifications/Licenses are required.
Must have reliable transportation.
Must possess a valid drivers license.
Must successfully pass a driving record (MVR) references drug screen and a criminal history background check prior to the start of employment.
Must be able to provide documentation that proves eligibility to work in the United States without sponsorship.
Material and Equipment used
May operate and maintain equipment including but not limited to standing or sitting lawn mowers pickups trimmers front end loaders utility trailers air compressors jack hammers compactors power tools shovels and hand tools.

May be required to conduct business in a field office or laboratory environment.
Is subject to driving Town vehicle in all weather conditions.
Hours:
Regular working hours for this position are MondayFriday 7:00 a.m. to 3:30 p.m. and outside of regular work hours as necessary including after hour emergency or weatherrelated events.
May be required to work long hours early mornings overtime holidays evenings nighttime shifts or weekends.
Subject to callback work and incumbent must be able to respond to an emergency.
Mental Requirements/concentration:
May have frequent interruptions; be required to manage competing priorities; and have inflexible deadlines.
Frequent contact with the public either in person via email or telephone sometimes facing adverse or confrontational situations with internal/external customers.
Work requires administrative and technical knowledge and ability.
Outdoor and Indoor Exposure
Frequent outdoor work in extreme weather conditions (hot/cold);
Employee is subject to hazards: Includes a variety of physical conditions such as proximity to moving mechanical parts moving vehicles/traffic electrical current work on scaffolding/high places vaults rough terrain unsanitary slippery surfaces with exposure to high heat and/or noise.
Town of Eaton provided Personal Protective Equipment (PPE) may be required at times such as cold weather gear boots eye and hearing protection gloves and safety vest.
Employee is subject to atmospheric condition such as those affecting the respiratory system: airborne particles/pathogens fumes odors dust mists gases or poor ventilation.
Talking/Hearing/Vision/
While performing the duties of this job the employee is frequently required to talk or hear in the normal audio range to hear alarms/telephones/normal speaking voices with or without correction.
The employee may be subject to continuous or infrequent high pitched or continuous noise from machinery/equipment that may be sufficient to cause the worker to shout above the surrounding noise level to be heard.
The employee is required to have visual acuity for close vision distance vision color vision peripheral vision depth perception and ability to adjust focus and to perform an activity such as: operating machinery where the seeing job is at or within arms reach and to operate motor vehicles or heavy equipment; and to determine the accuracy neatness and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.
Other Physical Conditions
Regular and longterm exposure to extreme conditions such as hot/cold; sharp hazards; dust/fumes/gasses; electrical shock; moving mechanical parts possibility of contact with odorous infectious/obnoxious material.
Moderate to considerable physical effort that includes working from ladders frequent use of light or medium weight objects (e.g. 2550 lbs.) and use of medium weight tools; employee will perform manual labor such as lifting manhole covers and grates weighing up to 100 lbs.; walking on uneven ground or river and ditch banks retrieving water samples or climb balance stoop kneel crouch crawl and reach while operating in the field or storm system; entering/exiting manholes or vaults; walking near or across rivers and ditches; working in all weather conditions at times of excessive temperatures of heat and extreme cold working in or near moving traffic with appropriate traffic control set up.
Expertise in conducting laboratory tests using good manual dexterity.
Frequent balancing bending/stooping carrying/lifting climbing fingering grasping repetitive motion sitting standing and walking. Occasionally the employee will be required to pull push reach feel temperature and kneel.
