Job Description

Summary Statement

The State Council for Persons with Disabilities (SCPD) PolicyAdministrator reviews statewide policies legislation and regulations. The SCPD Policy Administrator plays a pivotalpart with the Councils position as a liaison between the policy makers andpeople with disabilities living in Delaware.A significant aspect of the duties involves promoting the coordinationamong all state programs relating to persons with disabilities assist withreviewing all state policies plans programs and activities concerning personswith disabilities which are conducted or assisted in whole or part by statedepartments agencies or funds to determine whether such policies programsplans and activities effectively meet the needs of persons with disabilities.

Assist the State Council for Persons with Disabilitieswith making recommendations to the Governor the General Assembly and all statedepartments and agencies respecting ways to improve the administration ofservices for persons with disabilities.

Essential Functions

Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class.   • Facilitate on behalf of the Council proposals the promoting of legislation regulations and policies to improve the wellbeing of person with disabilities.
  • Coordinate the evaluation and dissemination as appropriate information and data regarding persons with disabilities.
  • Represent SCPD Staff with facilitating meetings and administrating action items.
  • Ability to maintain confidentiality due to sensitive assignments.
  • Knowledge of the principles practices and techniques of governmental budgetary control and public administrative accounting.
  • Skills in the analysis of proposed legislation regulation and policies.
  • Ability to prepare and analyze complex reports and budgets pertinent to the needs of persons with disabilities living in the community.
  • Ability to learn and understand the policies laws and regulations governing a division or department.
  • Ability to establish and maintain effective working relationships with employees elected officials and agency heads.

Job Requirements

JOB REQUIREMENTS for Policy Administrator

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a bachelors degree or higher in Public Administration or related field.
  2. Knowledge of developing and analyzing public policies and monitoring fiscal impact.
  3. Knowledge of analyzing legislation.
  4. Knowledge of making recommendations for continuation or changes to operations programs services policies or procedures based on findings.
  5. Knowledge of using standard computer software programs for word processing spreadsheets or databases.
  6. Knowledge of narrative report writing.

Additional Posting Information

This is a Casual/Seasonal position which is a nonpension eligible position without healthcare and/or other benefits.

Conditions of Hire
