Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Capital Project Group (GO&UP) Office is seeking a Vice President CPG Technical Services and Engineering. Reporting into the Executive Vice President within a multidisciplinary environment will provide senior strategic direction and leadership on behalf of the CPG Function related to the integration delivery and support of all Capital Project Groups and the associated projects and assets that will deliver value to Metrolinxs clients and meet the businesss strategic objectives and accountable for all Engineering and Assurance decisions related to the specified CPG Projects.

What will I be doing

  • Provides strategic engineering leadership and technical expertise to enable the mandate of CPG portfolio and ensure their projectbased activities delivered.
  • Designs builds and manages high performing teams to deliver a broad range of complex projects and programs.
  • Reviewing design submissions to evaluate that safety performance and business processes are adhered to.
  • Assuring design proposals to ensure compliance with Metrolinx and Industry Standards.
  • Leads a technical services and engineering team to support successful delivery of transit infrastructure.
  • Providing technical leadership and specialist guidance to motivate the project teams and contractors to meet key performance indicators.
  • Working with project management commercial and planning teams to prepare remits and review engineering deliverables to control costs schedule quality and productivity activities across a variety of forms of contracts.
  • Provides leadership and direction to the definition and control of technical and functional interfaces between independent systems.
  • Collaborating with industry experts to develop requirements and remits gain approvals/authority to deliver cost efficient solutions.
  • Promoting systems integration tools for Requirements Management Validation and Verification Building Information Modelling and upskilling teams to deliver.
  • Provides consultation direction advice and guidance regarding delivery aligned with systems safety assurance.
  • Champions the Integrated Operating model capabilities interactions and governance of the delivery of project with regards to Systems Safety Assurance.
  • Establishes benchmarks goals and objectives that reflect corporate strategy and direction including appropriate metrics (KPIs) monitoring systems and reporting functionalities for all assets as well as all engineering activities/components of projects.
  • Ensures engineering compliance with federal provincial and local/municipal legal regulatory and policy requirements related to railway rail transit and transportation related facilities
  • Directs regular reviews of monthly quarterly and annual program reports
  • Supports the delivery of projects and functions within budget parameters.
  • Reviews and champions cost effectiveness and prudent management of engineering assurance and process.
  • Responsible for compliance with Metrolinx financial and budgeting programs
  • Along with the President and CEO CCO CFO SMT and the Board is held responsible for the financial health of the organization and stewardship of all financial and other resources.
  • Creates a working environment that is aligned with the organizations desire to be an employer of choice

What Skills and Qualifications Do I Need

  • Completion of a degree in Engineering from an accredited University or a related discipline
  • Minimum fifteen 15 years experience in progressively senior engineering leadership roles experience leading large complex construction projects from conception to build; experience in the transportation industry and public sector in Canada an asset
  • Professional Engineering (. qualification or the ability to attain this status is required international equivalent is acceptable until qualification is achieved as required by the asset group; MBA and/or a Project Management Professional (PMP) accreditation is considered an asset
  • Indepth knowledge of Railway legislation and transport Canada Rules and Regulations as well as applicable International legislation regulations guidelines and standards
  • Crossfunctional expertise and leadership skills within the Capital Planning Group and Operations domains
  • Extensive knowledge of financial theories principles and practices procurement fiscal planning modern controllership frameworks and the overall business planning estimates expenditure and allocations plan processes
  • Knowledge of the principles of accountability and risk management
  • Knowledge of Human Resources legislation
  • Knowledge of budget development and management processes
  • Project management principles and practices including budget and schedule controls
  • Highly developed political acuity to handle politically sensitive situations
  • Collaboration partnership building relationship management and negotiation skills
  • Interpersonal and oral/written/presentation communication skills
